About this file

This is a Salient Characteristics specification document for the Maine Army National Guard (MEARNG) dental equipment procurement. The document establishes technical requirements for twelve line items organized into four sections: Midmark delivery systems (CLINs 0001-0004, brand name only), sterilization and maintenance equipment (CLINs 0005-0006, brand name or equal), endodontic specialty equipment (CLINs 0007-0008, brand name or equal), and high and low-speed handpieces (CLINs 0009-0012, brand name or equal). All items must be procured, delivered, physically installed, and integrated on-site at the MEARNG Dental Clinic, Building 7, Camp Keyes, Augusta, Maine, during the performance window of September 8–11, 2026.

The Midmark delivery systems must integrate seamlessly with the Government's existing Midmark Ultratrim dental chairs without voiding warranties or requiring unauthorized modifications. These include a Continental Radius delivery system with specific air/water syringe and fiber optic configurations, an assistant's rear-mount delivery system with evacuation and syringe capabilities, an HP illumination system, and ISO-C compliant fiber optic tubing. The sterilization section requires a SciCan Statim G4 5000 (or equal) cassette-style autoclave with rapid 17.5-minute wrapped cycle capability and automated data logging, plus an automatic handpiece lubrication system compatible with both J. Morita and KaVo brand handpieces. The endodontic section specifies a J. Morita ZX2 apex locator and J. Morita Tri-Auto ZX2T cordless endodontic motor with integrated apex locator and torque-reduction safety features. The handpiece section requires KaVo high-speed (Expert Torque mini-Lux E675L), coupler (Multiflex Lux 465LED), slow-speed contra-angle (Mastermatic Lux M20L), and low-speed air motor (181L) equipment with fiber optic illumination and specified connection configurations. The contractor must provide comprehensive on-site testing, electrical and fluid routing, and off-site disposal of all packaging materials.
