About this opportunity
The Department of the Interior Fish and Wildlife Service seeks janitorial services at Rachel Carson National Wildlife Refuge in Wells, Maine, with quotes due August 24, 2026 at 12:00 PM Eastern Time. This is a Total Small Business Set-Aside under NAICS 561720.
Place of performance is the Rachel Carson Center for People and Nature at 188 Brown Street, Kennebunk, Maine, covering approximately 9,224 square feet across three floors and an elevator tower. Services are required three out of every four weeks (39 weeks per year) on a single weekday between 9:00 a.m. and 4:00 p.m. Eastern Standard Time. The contractor must furnish all supplies and equipment, use only professional-grade products, and obtain Refuge Manager approval of all chemical cleaning products before recurring use. Service completion must be documented in a signed service log cross-referenced with submitted invoices.
The contract period runs one base year (October 1, 2026 to September 30, 2027) with four option years extending through September 30, 2031. Cleaning deliverables include surface sanitizing and disinfection of high-touch points, appliance and fixture cleaning in breakroom and restroom areas, dusting and surface wipe-downs in workspaces, floor care including vacuuming and wet mopping, hallway and entry door cleaning, and trash and recyclable materials removal. Work is suspended on federal holidays and rescheduled for the previous or following working day.
The award will be made as a Firm-Fixed Price commercial purchase order; quotes from sellers unable to accept purchase orders will not be considered. Evaluation prioritizes technical capabilities and past performance combined significantly more than price. Offerors must submit three past performance references with detailed project information and two valid references per project. Service Contract Act prevailing wage rates apply to Cumberland and York Counties, Maine, with rates ranging from approximately $15.54 to $71.96 per hour plus fringe benefits. The anticipated award date is August 31, 2026.
