About this opportunity
The USDA Farm Production and Conservation is posting a sources sought to identify contractors for the South Grand Chenier Baker Tract Marsh Creation (ME-32) project, with capability statements due by July 16, 2026 at 12:00 PM EST. The project is located in the Mermentau Basin, Chenier Sub-Basin, and Hog Bayou Watershed in southwest Louisiana, south of LA Highway 82 and directly west of Rockefeller Wildlife Refuge. Work involves creating and nourishing approximately 466 acres of marsh using dredged material from the Gulf of America and constructing approximately 20,375 linear feet of earthen containment dike. The project goals are to create new wetland habitat, restore degraded marsh, and reduce wave erosion of organic soils. The anticipated construction period is 339 calendar days with 38 weather days allocated.
The project is estimated at more than $10 million. Award will be based on lowest cost with technical acceptability determined by evaluation of experience in marsh creation and hydraulic dredging in open water environments similar to the Gulf of America, earthen containment dike construction, management plan quality including clear chain of command and minimum five years of key personnel experience, project schedule consistency with major and minor task sequencing and weather allowances, and equipment plan adequacy with backup equipment available for all major equipment. Key personnel required include an Owner/President, Project Manager, QC Manager, Safety Manager, Superintendent, and Foreman.
Interested contractors should submit a capability statement, CAGE Code, point of contact information, and a one-page outline of relevant experience to Marilyn MacTaggart at marilyn.mactaggart@usda.gov.
