About this file

This is a Statement of Work for the ME-32 South Grand Chenier - Baker Tract Marsh Creation Project issued by the US Department of Agriculture (USDA). The project, located in the Mermentau Basin in southwest Louisiana near Rockefeller Wildlife Refuge, involves creating and nourishing approximately 466 acres of marsh and constructing approximately 20,375 linear feet of earthen containment dike using dredged material from the Gulf of America. The primary objectives are to create new wetland habitat, restore degraded marsh, restore ecosystem function, and reduce wave erosion of organic soils. The Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA) approved the project as part of the 23rd Priority Project List in February 2014, with the USDA Natural Resources Conservation Service (NRCS) serving as the lead federal sponsor and the State of Louisiana's Coastal Protection and Restoration Authority (CPRA) as the non-federal sponsor.

The construction period is 339 calendar days with 38 weather days allocated. The contractor is responsible for all technical work as specified in the construction specifications and drawings, including magnetometer surveys, hydrographic surveys, mobilization, quality control, containment dike construction, dredge pipeline placement, marsh fill operations, staff gauge installation, dewatering structure removal, demobilization, and as-built documentation. Key personnel requirements for the prime contractor include an Owner/President, Project Manager, QC Manager, Safety Manager, Superintendent, and Foreman. Award will be based on lowest cost with technical acceptability determined by evaluation of experience (marsh creation and hydraulic dredging in open water environments similar to the Gulf of America, and earthen containment dike construction), management plan (clear chain of command, subcontractor oversight, and minimum five years of experience for key personnel), project schedule (inclusion of major/minor tasks, weather allowances, and consistency with management plan), and equipment plan (adequate equipment with backup available for all major equipment).

Project ME-32 South Grand Chenier - Baker Tract Marsh Creation Project

General Information

1.0 Scope of Work

Provide a brief statement of the overall project, including goals and objectives.

The South Grand Chenier Baker Tract Marsh Creation (ME-32) project is located in the Mermentau Basin, Chenier Sub-Basin, and Hog Bayou Watershed south of LA Hwy 82 and directly west of Rockefeller Wildlife Refuge. Material dredged from the Gulf of America will be used to create and nourish approximately 466 acres of marsh in southwest Louisiana. Approximately 20,375 LF of earthen containment dike will be constructed. The goal of the project is to create new wetland habitat, restore degraded marsh, and reduce wave erosion of organic soils.

2.0 Background

The South Grand Chenier Baker Tract Marsh Creation (ME-32) project is located in the Mermentau Basin, Chenier Sub-Basin, and Hog Bayou Watershed south of LA Hwy 82 and directly west of Rockefeller Wildlife Refuge. The Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA) Task Force approved the ME-32 project for engineering and design as part of the 23rd Priority Project List in February 2014. The United States Department of Agriculture – Natural Resources Conservation Service (NRCS) was designated as the lead federal sponsor for this project with funding approved through CWPPRA by the United States Congress, and the Wetlands Conservation Trust Fund by the State of Louisiana. The State of Louisiana’s Coastal Protection and Restoration Authority (CPRA) is serving as the non-federal sponsor. The goal of the project is to create new wetland habitat, restore degraded marsh, and reduce wave erosion of organic soils. Material dredged from the Gulf of America will be used to create and nourish approximately 466 acres of marsh in southwest Louisiana. Implementation would promote the expansion of emergent marsh and submerged aquatic vegetation throughout the area. The proposed project will also provide a protective wetland buffer to the local hurricane evacuation route, LA Hwy 82, and complement hurricane protection measures in the area. Creating and nourishing the marsh will aid in prevention of land loss by reducing tidal exchange through the area and providing a platform for growth of emergent vegetation. A completed project will provide critical habitat for several species and help protect life and property in local communities from coastal flooding and storm surge.

Attachment evaluation categories Price Proposal – complete the Schedule on Page 4 indicating unit and total prices for all line items. (1 page)

Experience - Provide previous projects completed within the past 7 years that shows: project tname and location, equipment used, total cost of work completed, actual work completed, performance time, key personnel on the project, POC for owner of the project. Do not include equipment, cost, performance time, key personnel, or any other aspect of the project that was not directly completed by the prime or the subcontractor proposed on this project. Show maximum of 3 projects for the prime, 2 projects for all subcontractors (Limit 10 pages)

Management Plan - Provide an organizational chart showing all key personnel for the prime contractor and the superintendents for each subcontractor. At a minimum, key personnel for the prime contractor shall include:

Owner/President, Project Manager, QC Manager, Safety Manager, Superintendent, and Foreman (if separate from Superintendent). Alternates for all field personnel should be provided. Do not include any personnel for the subcontractors other than the superintendent that will be in the field supervising work. The organizational chart should show “chain of command” and clearly indicate who has management authority in the field. Resumes for prime contractor key personnel and subcontractor superintendents, including alternates if applicable, shall include: name, position on this project, time with current company, time in this position (total not just with company), and up to 4 projects completed within the previous 7 years. Each project shall include: that person’s position on that project, start/end date, dollar amount ,and a brief explanation of how that project is similar to this project. The Management Plan narrative should provide a brief position description of each of the prime contractor’s key personnel and their authority and a description of how management of the subcontractors will be addressed. (Maximum of one (1) – 11”x17” single sided page for the organizational chart ,maximum of two (2) – 8.5”x11” single sided pages per resume of key personnel, and a maximum of two (2) – 8.5”x11” single sided pages for the Management Plan narrative)
