About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), through its National Ocean Service National Centers for Coastal Ocean Science (NCCOS) Marine Spatial Ecology and Kasitsna Bay Lab, intends to procure an Imaging Flow Cytobot (IFCB) and associated accessories from McLane Research Laboratories Inc. This submersible, flow-through imaging system is designed for automated, real-time collection of high-resolution images of phytoplankton and other particles in the water column, with primary application in continuous monitoring of coastal waters for harmful algal blooms (HABs) and assessment of plankton community structure to support federal research and HAB forecasting mandates. The procurement will be conducted on a sole-source basis under FAR 6.103-1, as McLane Research Laboratories is the sole manufacturer and only distributor of the IFCB in the United States. NOAA emphasizes that the IFCB's unique capability to collect near real-time HAB data is essential, as manual plankton sampling and identification would operate three orders of magnitude slower and would compromise the agency's near real-time reporting efforts. The pre-solicitation notice was posted on April 14, 2026, with a response deadline of April 29, 2026, and the contract requires equipment delivery within 12 months from the date of award.
This procurement utilizes no set-aside designation and is a sole-source award to McLane Research Laboratories Inc., located in East Falmouth, Massachusetts, as the only authorized manufacturer and distributor of this specialized equipment. The applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), and the PSC category is 6640 (Laboratory Equipment and Supplies). While the pre-solicitation notice does not include specific award value or budget information, it represents a direct acquisition based on NOAA's exclusive requirement for McLane's IFCB technology. The notice indicates that no competitive proposals are being solicited and that no formal solicitation package is currently available, reflecting the sole-source nature of this acquisition. Interested parties should note that this is a notice of intent rather than an active request for proposals, and firms believing they can supply equivalent capabilities may be able to respond prior to the April 29, 2026 deadline.

***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE, EASTERN ACQUISITION DIVISION-NORFOLK, NATIONAL OCEAN SERVICE (NOS) NATIONAL CENTERS FOR COASTAL OCEAN SCIENCE (NCCOS) MARINE SPATIAL ECOLOGY AND KASITSNA BAY LAB, INTENDS TO NEGOTIATE AND AWARD A PURCHASE ORDER, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF RFO FAR 6.103-1, WITH MCLANE RESEARCH LABORATORIES INC OUT OF EAST FALMOUTH, MA FOR AN IMAGING FLOW CYTOBOT (IFCB) AND ACCESSORIES.
NO SET ASIDE IS TO BE USED FOR THIS SOLE SOURCE REQUIREMENT. THE ASSOCIATED NAICS CODE IS 334516.
***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT MCLANE RESEARCH LABORATORIES IS THE MANUFACTURER AND ONLY DISTRIBUTOR OF THE IMAGING FLOW CYTOBOT (IFCB) IN THE UNITED STATES. THERE ARE NO AUTHORIZED PARTNERS OR RESELLERS.
MCLANE LABS IFCB IS A SUBMERSIBLE, FLOW-THROUGH IMAGING SYSTEM FOR THE AUTOMATED, REAL-TIME COLLECTION OF HIGH-RESOLUTION IMAGES OF PHYTOPLANKTON AND OTHER PARTICLES IN THE WATER COLUMN. THE PRIMARY APPLICATION IS CONTINUOUS MONITORING OF COASTAL WATERS FOR HARMFUL ALGAL BLOOMS (HABS) AND DETAILED ASSESSMENT OF PLANKTON COMMUNITY STRUCTURE TO SUPPORT FEDERAL RESEARCH AND HAB FORECASTING AND MONITORING MANDATES.
MCLANE LABS IFCB IS UNIQUE IN ITS ABILITY TO COLLECT NEAR REAL-TIME DATA FOR HAB. MCLANE LABS IS THE ONLY MANUFACTURER OF THIS PIECE OF EQUIPMENT. WITHOUT THE PURCHASE OF THIS PIECE OF EQUIPMENT, NCCOS HAB FORECASTING WILL BE LIMITED TO INDIVIDUAL PLANKTON SAMPLING AND IDENTIFICATION WHICH WOULD OPERATE AT THREE ORDERS OF MAGNITUDE SLOWER THAN THE IFCB CAN OFFER AND NEGATES THE EFFORT OF NEAR REAL-TIME REPORTING.THE IFCB IS A ROBUST, FIELD-DEPLOYABLE IMAGING FLOWCYTOBOT SYSTEM CAPABLE OF AUTOMATED, CONTINUOUS OPERATION OVER EXTENDED PERIODS IN DIVERSE MARINE ENVIRONMENTS.
DELIVERY WITHIN 12 MONTHS FROM DATE OF AWARD
