About this opportunity
The United States Marine Corps has awarded ceiling modifications to three existing IDIQ contracts for professional support services to Booz Allen Hamilton Inc., Concurrent Technologies Corp., and KPMG LLP on a sole-source basis, increasing the shared maximum ordering value by $96,718,238 and bringing the total aggregate ceiling to $198,145,615.
The modifications address an unanticipated 202 percent increase in actual burn rate over 18 months, driven by new Department of War mandates including Facility-Related Control Systems cybersecurity, the 2030 Barracks Initiative, and accelerated Future Years Defense Program funding. The Government determined that competing new sources would result in unacceptable 12- to 18-month delays and substantial duplication of costs (estimated at $2.85 million), as the incumbent contractors possess established cleared personnel, facility clearances, and institutional knowledge necessary for seamless execution. The ordering period remains unchanged, concluding 5 November 2029. Statutory authority is 10 U.S.C. 3204(a)(1) and FAR 6.103-1 (only one responsible source capable of immediately absorbing the surge). Place of performance is Marine Corps Installations Command Headquarters. The class justification authority expires 31 January 2028 or upon ceiling exhaustion. The Government plans to re-compete the entire requirement prior to the ordering period expiration.
Notice text
Booz Allen Hamilton Inc., McLean, Virginia (M95494-25-D-5001, P00005); Concurrent Technologies Corp., Johnstown, Pennsylvania (M95494-25-D-5002, P00005); and KPMG LLP, McLean, Virginia (M95494-25-D-5003, P00004), have been awarded modifications to previously awarded firm-fixed-price, cost-reimbursement, indefinite-delivery/indefinite-quantity, multiple-award contracts for professional support services in support of Marine Corps Installations Command Headquarters that will increase the shared maximum ordering value by a combined $96,718,238. These modifications bring the total aggregate ceiling to $198,145,615 and are executed pursuant to the attached Justification and Approval (J&A). This modification is necessary to address an unanticipated surge in high-priority, in-scope requirements driven by new Department of War (DoW) mandates, including the 2030 Barracks Initiative, enterprise-wide Facitlity Related Control Systems (FRCS) cybersecurity, and other needs identified in the Future Years Defense Program (FYDP). This action increases only the contract ceiling capacity and does not extend the current ordering period, which concludes on 5 November 2029, nor does it alter the scope of the base contracts.
Statutory Authority:
This action was executed on a basis of other than full and open competition (via a class Justification & Approval) pursuant to 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.103-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Government has determined that the existing Lot 1 prime contractors are the only sources capable of immediately absorbing this surge in critical requirements without causing unacceptable delays and substantial duplication of costs. See attached J&A for more details.
