About this opportunity
The Marine Corps Installations East Regional Contracting Office seeks an Indefinite Delivery/Indefinite Quantity contract for comprehensive waste management services including portable toilet leasing, handwashing station provision, gray water tank rental, and servicing across designated MCI-East installations, with proposals due July 24 at 1 p.m. This is a Total Small Business set-aside under NAICS 562991 (Septic Tank and Related Services) with a $9 million size standard.
Place of performance spans MCB Camp Lejeune, MCAS New River, MCAS Cherry Point, and their auxiliary stations in North Carolina. The ordering period comprises one 12-month base year, three 12-month option years, and one optional 6-month extension. Cumulative contract value ranges from a minimum of $20,000 to a maximum of $10 million, with an estimated annual quantity of 500 portable toilets. Individual task orders are capped at $350,000 each.
The contractor must provide portable toilets with minimum 40-gallon tank capacity, handwashing stations with 20-gallon clean and gray water storage, and 250-gallon gray water storage tanks. Equipment must be weather-resistant for temperatures from -25 to +120 degrees Fahrenheit. Rental options are available on monthly, weekly, and daily bases; servicing is offered twice-weekly, daily, or on 24-hour emergency basis. The contractor supplies all chemicals and waste disposal off-base in compliance with North Carolina Department of Environmental Quality standards. Personnel require DBIDS credentials or temporary passes through base Contractor Vetting Offices. Performance standards mandate 98 percent fulfillment of rental requests and 100 percent on-schedule servicing.
Quoters must submit complete pricing across all Contract Line Item Numbers and Subline Items; incomplete quotes are non-responsive. Evaluation weighs technical capability to meet Performance Work Statement requirements, past performance on similar federal contracts, and price reasonableness. Quoters must be SAM-registered and provide Unique Entity ID, CAGE Code, and Federal Tax ID Number. Quote validity is 90 days. Amendments 0001 through 0004 removed GSA Schedule language, added option years, introduced separate SLINs for gray water tank servicing, incorporated FAR 52.222-90 (Addressing DEI Discrimination), extended the due date, and corrected ordering period verbiage.
