About this file

This is a Question and Answer Sheet document that clarifies key specifications and terms for the MCI-East Waste Management Services IDIQ solicitation (M6700126Q0087). The contract is a recompete of the previous MCI-East Waste Management Services IDIQ (M6700125D0006), previously awarded to Forever Clean Portable Toilets, INC. The ordering period consists of a Base Year plus three Option Years with a possible 6-month extension, totaling up to four and a half years. The cumulative contract value shall not be less than $20,000 and shall not exceed $10,000,000, with an estimated annual quantity of 500 portable toilets across varied periods of performance.

The solicitation includes six CLINs covering: monthly, weekly, and daily rentals of portable toilets, handwashing stations, and gray water tanks (CLINs 0001-0003); servicing at twice-weekly and daily frequencies (CLIN 0004, with separate SLINs for 0004AA and 0004AB); relocation services priced per unit moved (CLIN 0005); and emergency services priced similarly to daily servicing with 24-hour response capability for weekend/holiday service (CLIN 0006). Quoters may submit separate pricing by year or a single flat rate held across all periods. ADA-accessible units are not required and should not be priced under CLIN 0001. The contractor must supply and dispose of all chemicals and waste off-base in compliance with Federal, State, and Local regulations, with no on-site equipment connections or base facility access provided. Task orders will specify locations using exact grid coordinates for delivery and pickup. The period of performance begins 30 days after contract award to allow the awardee time to gain necessary base access.

1. CLIN 0001 (Portable Toilet) does not distinguish standard from ADA/wheelchair-accessible units. Should ADA units be priced under CLIN 0001 or ordered separately? If under 0001, should quoters submit a blended rate or a separate ADA rate?

ADA units are not required for this IDIQ contract and should not be priced under CLIN 0001.

2. How long is the ordering period?

The ordering period is the Base Year plus three (3) Option Years with a 6-month extension, totaling a possible four and a half years if exercised by the Government.

3. Should quoters price each option year separately or submit a single flat rate held across all periods?

Table in the RFQ document has been broken out by year to allow for different pricing if that is how companies decide to quote.

4. Does CLINs 0001 – 0003 include standard twice-weekly servicing and CLIN 0004 applies to servicing beyond that standard frequency?

CLINs 0001–0003 are specifically for monthly, weekly, and daily rentals of the Portable Toilets, Handwashing Stations, and Gray Water Tanks. SLIN 0004AA (Servicing - Twice Weekly) is where the pricing for twice-weekly servicing shall be located. SLIN 0004AB (Servicing – Daily), applies to servicing beyond the standard twice-weekly servicing. Both SLINs under CLIN 0004 will be used in conjunction with CLINs 0001-0003.

5. Since this is an IDIQ with no guaranteed quantities, will the Government evaluate quotes against a sample task order or estimated annual quantities? If so, please provide them so all quoters price against the same basis.

The cumulative total value of all orders placed under the IDIQ shall not be less than $20,000.00 and it shall not exceed $10,000,000.00. The estimated annual quantity of portable toilets is 500 with varied periods of performance. This has been added to the PWS as Section 1.4.

6. What are the unit of measure for CLINs 0005 (Relocation) and 0006 (Emergency Service?

For CLIN 0005, the price shall be based on per unit moved. CLIN 0006 shall be priced similarly to SLIN 0004AB (Servicing – Daily) with the intent of servicing within a 24-hour period or for weekend/holiday servicing specified in section 3.6 of the PWS.

7. Will the gray water tanks be connected to any on site equipment?

No, the gray water tanks will not be connected to any equipment that is already on-site.

8. What access to dump the water would be required?

Per section 3.4 of the PWS, “The Contractor shall supply and dispose of all chemicals and waste off base, in compliance with all Federal, State, and Local regulations.” No access to facilities on base will be provided for the disposal of chemicals or waste.

9. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

This is a recompete for the MCI-East Waste Management Services IDIQ. The previous contract was an indefinite delivery requirements contract, M6700125D0006, and the awardee was Forever Clean Portable Toilets, INC.

10. Will the COR provide exact grid coordinates for delivery/pickup, or will contractors need to coordinate on site?

When units are requesting these services, they will add the locations using exact grid coordinates for delivery/pickup on the Task Order Sheet that was attached on SAM.gov.

11. Could you please confirm the anticipated start date for the period of performance?

The start date for the period of performance would be 30 days after the date of contract award to allow the awardee time to gain necessary base access.
