About this opportunity

This Special Notice is a Justification for Other Than Full and Open Competition (JOFOC) published by the Department of Veterans Affairs (VA) for a short-term contract to provide Community-Based Outpatient Clinic (CBOC) Primary Care Services and Tele-Mental Health Services for the VA Eastern Oklahoma Health Care System. The requirement is for a 6-month firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract from October 1, 2024 to March 31, 2025.

The purpose of this JOFOC is to sole-source the contract to the incumbent provider, STG International Inc., as they are the only source capable of meeting the requirement within the necessary timeframe. A new contractor would need at least 6 months to establish operations, which would not meet the VA's needs. The JOFOC cites the use of FAR 13.5 Simplified Procedures for Certain Commercial Items as the statutory authority for the sole-source justification. The VA is also conducting a long-term competitive solicitation for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside to remove barriers to competition for future requirements.
