About this opportunity
The Department of the Air Force Air Mobility Command has issued a Special Notice for a sole source purchase order to AT&T to provide Emergency Services IP Network (ESINet) services that will allow McConnell Air Force Base (AFB) to connect to the state of Kansas's Next Generation 911 (NG911) network. The 22nd Contracting Squadron at McConnell AFB intends to award this sole source purchase order to AT&T under Simplified Acquisition Procedures and Other Than Full and Open Competition, as AT&T is the only source capable of fulfilling this requirement since it was awarded the NG911 contract for the state of Kansas in 2015.
The purpose of this Special Notice is to provide interested parties the opportunity to submit capability statements demonstrating their ability to provide the same product or services as those required. Capability statements must be submitted by email to the specified contracting personnel by November 14, 2024 at 2:00 PM CDT. The government will consider all capability statements received and make a determination whether to proceed with a competitive procurement. However, the decision to compete or not compete this requirement is solely at the discretion of the government, and information received will normally be used only to determine whether to conduct a competitive procurement.
Notice text
The 22nd Contracting Squadron, McConnell AFB, KS intends to award a sole source purchase order to AT&T. AT&T will provide ESINet services to allow McConnell’s connection to Kansas’s NG911 network.
APPLICABILITY OF AUTHORITY:
This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(2), Utilizing the procedures in FAR 13.501(a)(ii). This requirement can only be fulfilled via AT&T. In February 2015 the state of Kansas awarded the NG911 contract to AT&T for ESINet services.
