About this file
This document is a Statement of Work (SOW) for the migration and implementation of a managed Emergency Services IP network (NGCS) for McConnell Air Force Base. The project will involve the installation and management of primary and secondary IP network connections, call routing services, text-to-911 services, and a legacy PSAP gateway. The contractor will be responsible for project management, solution design, system installation and configuration, testing, and 24/7 support. The customer, McConnell AFB, is responsible for providing access to facilities, ensuring site readiness, and coordinating with third-party vendors. The project is expected to start upon contract signing and be completed within 180 days. Pricing is fixed, but additional charges may be incurred due to customer site readiness delays.
The related federal contract opportunity is a Notice of Intent to award a sole source purchase order to AT&T for ESINet services to allow McConnell AFB's connection to Kansas's NG911 network. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition, as AT&T is the only source capable of fulfilling the requirement since it was awarded the NG911 contract for the state of Kansas in 2015. Capability statements from interested parties are due by November 14, 2024.

Scope of Work
Introduction
This Statement of Work (SOW) details the migration and implementation of managed services of an Emergency Services IP network (NGCS) for McConnell Air Force Base. The migration will provide managed 9-1-1 call routing, call delivery services, support of SMS to 9-1-1 text messages, and call management features. The SOW is issued to establish clear terms for the deployment of the service, including associated equipment, project timelines, and responsibilities.
Project Overview
