About this opportunity

The Department of Agriculture Agricultural Research Service is soliciting quotations for renewal of Maximo Application Suite (MAS) as a Service software licensing under Request for Quotation 1232SA26Q0045. The procurement encompasses a firm-fixed-price contract consisting of one one-year base period (February 16, 2026 through February 15, 2027) and four optional one-year renewal periods, extending through February 15, 2031. The solicitation requires offerors to provide 248 IBM Maximo AppPoints as a monthly service subscription for the existing MAS 9.1 production environment, including software updates within 24 hours of release, new software version access, and 24/7 technical support. Award will be made using a lowest-price technically acceptable evaluation methodology, with only the lowest-priced offer evaluated for technical acceptability and past performance, with technical acceptability rated as either "acceptable" or "unacceptable." Quotations must be submitted electronically to Contract Specialist Monte Jordan at monte.jordan@usda.gov no later than February 13, 2026, at 9:00 a.m. Central Standard Time (as extended via Amendment 0001), and technical questions must be submitted by February 9, 2026, at 12:00 p.m. Central Time.

This is an unrestricted acquisition with no set-aside for small businesses, and all responsible sources are eligible to submit quotations. The current incumbent contractor is International Business Machines (IBM) Corporation, with IBM being identified as the sole source due to FedRAMP certification requirements for MAS 9, the only vendor to achieve such accreditation. The contract will be performed in Calverton, Maryland, at the Beltsville Agricultural Research Center (BARC), which uses the software as a Computerized Maintenance Management System for tracking and monitoring mission-critical office, laboratory, animal housing, and research facilities. Offerors must submit pricing for all base and option periods to be considered responsive, with prices held firm for 60 calendar days from the quotation deadline. The solicitation is classified under NAICS code 513210 (Software Publishers) with a small business size standard of $47.0 million, and all work must comply with federal and state laws, the Privacy Act, Section 508 accessibility standards, and USDA security requirements.
