About this opportunity
The 356th ETSG Contracting Office (Pacific Air Forces) is soliciting interest in a design-build project to construct a storage shelter at Matsushima JASDF Base in Miyagi prefecture, Japan, with a sources-sought response deadline of August 6, 2026 and a formal solicitation anticipated by August 12, 2026.
The project requires design and construction of four membrane-shelled pre-engineered warehouse buildings, each 450 square meters, with a rough order of magnitude of $1 million to $5 million. The design phase includes a 65% preliminary design submittal and 100% final design submittal within a 90-day performance period, followed by a 150-day construction phase. The contractor must furnish all labor, materials, equipment, supervision, and quality assurance, and may fast-track design and construction after 65% design approval.
Structural specifications include four membrane tents with minimum 9-meter eave heights on concrete strip footings, roll-up doors, personnel doors, interior and exterior LED lighting, fire detection and life safety systems, climate control maintaining 40–60°F and under 60% relative humidity, underground utilities, paving, storm drainage, and security fencing. The membrane must be processed by a factory certified and Class-1 Regular Member of the Membrane Structures Association of Japan (MSAJ), featuring 5-meter main column spacing and heavy-duty square steel pipe columns. Design must comply with U.S. standards, UFCs, and Japanese equivalent standards, meeting the most stringent requirements for wind, snow, and seismic loadings applicable to Japan.
The contractor is responsible for obtaining all necessary Japanese permits, performing geotechnical investigation and topographic surveys within 21 days of award, and field verification of existing conditions. A pre-solicitation site visit is scheduled for August 5, 2026 at 0900 JST; attendees lists with names, driver's license copies, and vehicle information must be submitted by July 30, 2026 to SSgt Cameron Smith (cameron.smith.16@us.af.mil) and SSgt Daniel Callahan (daniel.callahan.7@us.af.mil).
