About this opportunity

The Defense Commissary Agency (DeCA) is conducting market research to identify qualified vendors capable of providing preventive maintenance and unscheduled repair services for material handling equipment (MHE) at three Maryland commissary locations: Andrews AFB, Annapolis NAS, and Fort Meade. This is a non-competitive Sources Sought Notice issued for informational and planning purposes only, with interested vendors required to submit capability packages by January 26, 2026. Respondents must demonstrate relevant experience with MHE maintenance and repair services, submit CAGE codes and UEI numbers, and identify their geographic service coverage capabilities. The government will use submitted information to determine appropriate acquisition strategies, including potential set-aside decisions, and vendors are encouraged to provide comments regarding the draft requirement. There is no cost reimbursement available for responding to this notice, and submission of capability information does not constitute a formal proposal but rather market research data to inform future procurement decisions.

This opportunity does not utilize any set-aside designations at this time. The equipment inventory requiring maintenance includes approximately 21 total units across the three Maryland locations (9 units at Andrews AFB, 5 units at Annapolis NAS, and 7 units at Fort Meade), consisting of electric pallet jacks, forklifts, order pickers, and related battery chargers with varying load capacities. The contract will employ a Firm Fixed Price structure for scheduled preventive maintenance performed quarterly and a Time and Material approach for unscheduled repairs, with performance requirements including 16-hour response times for maintenance calls and seven-day repair completion timelines. Vendors should be prepared to use original equipment manufacturer parts, provide warranties on labor and parts, maintain comprehensive service history reports, and submit quarterly reporting documentation. The specific contract value and award amount have not been disclosed in this pre-solicitation notice, as the government is currently in the market research phase prior to formal solicitation.
