About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), part of the Department of Health and Human Services, is procuring MasterControl Software-as-a-Service (SaaS) subscriptions to support its Clinical Quality Management System (CQMS). The CQMS is responsible for managing controlled documents and quality processes related to NIAID's role as a sponsor of clinical trials in a regulated environment. The procurement requires the software to maintain compliance with Good Clinical Practice (GCP) standards and federal and international regulatory requirements, enabling NIAID's sponsored protocols to effectively manage documentation, conduct training, and successfully navigate regulatory audits. This is a sole-source procurement with no competitive evaluation criteria, as NIAID has determined that only MasterControl Solutions can satisfy the agency's requirements based on the established system's essential role in clinical trial management. The pre-solicitation notice was posted on December 12, 2025, with a deadline for questions or comments on December 20, 2025, indicating that this is a Notice of Intent to award rather than a competitive solicitation.

This procurement is not set aside for any specific business category. MasterControl Solutions, Inc., located at 6350 South 3000 East, Suite 520, Salt Lake City, Utah, is the sole-source incumbent contractor and has been providing this software platform to NIAID since 2019. According to the Bill of Materials, the contract covers three line items: Qx Gov Complete named user licenses for 1,250 users with full platform access covering quality assurance, document management, training, audit, and risk processes; a Success Plus advanced support package providing prioritized technical support from FedRAMP certified engineers; and Validation Self-Study education subscriptions. The contract period runs from January 1, 2026, through December 31, 2026, on a firm-fixed price basis, though the specific dollar value of the purchase order has not been disclosed in the pre-solicitation notice.
