The contractor must provide all personnel, equipment, supplies, facilities, materials, books, tuition, fees, and non-personal services necessary to deliver these courses and certificates. Proposals will be evaluated based on lowest price, with price and technical factors receiving equal importance, and offerors must demonstrate financial capability through documentation and a pre-award survey conducted by the Defense Contract Management Agency (DCMA). The proposal deadline is December 19, 2025 at 12:00 PM EST, with an anticipated award date of January 1, 2026.

This procurement includes no set-aside designations and appears to be a continuation of services previously provided, as referenced materials indicate coordination with the University of Tennessee. The contract is structured as a 48-month Indefinite Delivery Contract running from January 2026 through December 2030, with a base period and four subsequent ordering periods, under a $15 million size standard. The performance location is Macon, GA 31206. The contractor must submit class rosters within five days of each program's start date and follow specific invoicing procedures through the Procurement Integrated Enterprise Environment (PIEE), with payment due within 30 days of student enrollment.
