About this opportunity
The U.S. Geological Survey seeks quotations for a mass spectrometer system integrated with a Government-owned Discovery TGA 5500 thermogravimetric analyzer, with quotations due September 16 at 5:00 PM Pacific Daylight Time. This is a Firm-Fixed-Price RFQ evaluated under Lowest-Priced Technically Acceptable (LPTA) procedures with award to a single quoter; no small business set-aside applies.
Place of performance is the USGS Geology, Energy, and Minerals Science Center facility at 12201 Sunrise Valley Drive, MS-153, Reston, VA. The mass spectrometer must feature a 1–300 amu mass range, detection sensitivity less than 100 ppb (gas-dependent), a heated transfer capillary at 200°C, dual detector capability (Faraday and Secondary Electron Multiplier), and Windows-compatible software with TGA integration. The USGS references the Pfeiffer Vacuum ThermoStar Mass Spectrometer (Product ID 206215.001) and Interface Kit (Product ID 957349.901) as brand-name specification, but equal products from other manufacturers are acceptable if they meet all mandatory salient characteristics and compatibility requirements.
The base Firm-Fixed-Price must include equipment, accessories, interface components, software, licenses, freight, delivery, installation, calibration with traceable standards, basic operational training, and a minimum one-year warranty covering parts, labor, and travel. An optional Maintenance and Support Plan must be separately priced and provide 12 months of coverage beginning after warranty expiration, including priority technical support and full repair services. Quoters must be either the OEM or a current OEM-authorized distributor with sufficient manufacturer-issued authorization documentation; quotations from unauthorized distributors, brokers, or gray-market sources will not be considered. Delivery is FOB Destination with the contractor responsible for shipment tracking, facility coordination, delivery, installation, TGA coupling and integration, calibration, and basic operational training. Quotations must remain valid for a minimum of 30 calendar days after the RFQ closing date. Responses should be submitted electronically to Joel Berberena, Contracting Officer, at joel_berberena@ios.doi.gov. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6630, Chemical Analysis Instruments.
