Firm-Fixed-Price contract using Lowest-Priced Technically Acceptable (LPTA) evaluation procedures.
1. Requirement and Background
The U.S. Geological Survey (USGS), Geology, Energy, and Minerals Science Center (GEMSC), requires
-ONE (1) mass spectrometer (MS) to integrate with a thermogravimetric analysis (TGA) system.
-Setup
-Training
-TGA Interface
-Optional Maintenance and Support Plan (separately priced option)
ALL OR NONE
The MS will measure the chemical composition of gases evolved from geologic samples during thermal analysis. The resulting
TGA-MS capability will support characterization of geologic and industrial materials and USGS scientific publications and reports.
The mass spectrometer must integrate with the Government-owned Discovery TGA 5500 thermogravimetric analyzer (Catalog
No. 956000.901). The Government is using the Pfeiffer Vacuum ThermoStar mass spectrometer and associated Discovery

10. Evaluation - Lowest-Priced Technically Acceptable (LPTA)
52.212-2 Evaluation—Commercial Products and Commercial Services (DEVIATION)
(a) Evaluation Factors.
The Government intends to award one Firm-Fixed-Price contract to the responsible Quoter whose quotation conforms to the solicitation, is determined technically acceptable, and has the lowest evaluated price.
This acquisition will be evaluated using Lowest-Priced Technically Acceptable (LPTA) procedures. Technical acceptability is a threshold requirement and will be evaluated on an Acceptable/Unacceptable basis. There will be no tradeoff among technically acceptable quotations, and features exceeding the Government's minimum requirements will not receive additional evaluation credit.
Among quotations determined technically acceptable, award will be made to the responsible Quoter with the lowest evaluated price.
Technical Acceptability
A quotation will be rated Acceptable only when the Government determines from the quotation and supporting documentation that the offered complete system satisfies all mandatory solicitation requirements.
The Government will evaluate whether the quotation:
a. Offers the cited Pfeiffer ThermoStar reference configuration or an equal product that satisfies every mandatory salient characteristic and solicitation requirement.
b. For an equal product, identifies the manufacturer, brand, model, part/product numbers, and any required modifications, adapters, or interface components, and provides sufficient current manufacturer literature and a point-by-point compliance response to establish equality.
c. Offers only new, current-production equipment and complies with all equipment-condition requirements.
d. Is submitted by the OEM or a current OEM-authorized distributor for the offered mass spectrometer system. A non-OEM Quoter shall provide sufficient current OEM-issued authorization documentation.
e. Demonstrates compatibility with the Government-owned Discovery TGA 5500 (Catalog No. 956000.901) and includes a compatible interface kit with the required heated connection and event-triggering capability.
f. Meets the required mass-spectrometer characteristics, including quadrupole operation, 1-300 amu mass range, detection sensitivity of less than 100 ppb (gas-dependent), heated transfer capillary, and required detector capability.
g. Meets the software and integration requirements, including Windows-compatible control and analysis software, TGA-triggered data collection, and the ability to combine or overlay mass-spectrometer data with corresponding TGA results.
h. Includes delivery, setup/installation, TGA coupling and integration, calibration with a traceable standard and certificate of calibration, and basic operational training.
i. Includes the required warranty and provides separate Firm-Fixed-Price option pricing and sufficient coverage information for the optional Maintenance and Support Plan required by the solicitation.
j. Provides current manufacturer literature sufficient for the Government to verify the mandatory technical characteristics and compatibility with the Government-owned Discovery TGA 5500.
k. Provides all information required by the solicitation for the Government to determine technical acceptability without relying on information not included in or specifically identified by the quotation.
Price Evaluation
Price will be evaluated for reasonableness. The evaluated price will consist of the total Base Firm-Fixed-Price plus the separately quoted price for the optional Maintenance and Support Plan, including any applicable price-evaluation adjustments required by the solicitation.
(b) Options.
The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement.
The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Award.
A quotation submitted in response to this Request for Quotation is not an offer and cannot be accepted by the Government to form a binding contract. The Government's purchase order will constitute the Government's offer. A binding contract will be formed when the supplier accepts the Government's offer in accordance with the terms of the purchase order.
