About this opportunity

NOAA intends to sole-source award a firm fixed-price purchase order to Oyster Recovery Partnership, Inc., for oyster reef monitoring services in support of the Chesapeake Bay Office, with capabilities statements due July 10, 2026. The procurement is not set-aside and falls outside competitive procedures under 41 U.S.C. 1901 and FAR 12.102(a).

Work encompasses monitoring of established oyster reefs across five Chesapeake Bay tributaries—Harris Creek, Little Choptank River, Tred Avon River, St. Mary's River, and Manokin River—to measure oyster population density, oyster biomass, presence and absence of multiple oyster year classes, reef height, and shell volume. The sole-source justification rests on ORP's exclusive knowledge of technical aspects and established methodologies, along with their continuous work and data coordination since 2019; market research confirmed no other organization possesses the specific knowledge required to produce scientifically valid reports consistent with historical data and established processes.

Period of performance runs from August 2026 through July 2027. Deliverables include a survey design with GIS shapefiles (due August 31, 2026), fall 2026 field data collection via patent tong, dive, and video sampling (due December 31, 2026), raw dataset delivery with quality control analysis (due February 28, 2027), analyzed reef-level data in GIS or Excel (due March 31, 2027), and a final monitoring report (due July 31, 2027). All methodology modifications require prior NOAA approval. NAICS code 813312; PSC F999.
