About this opportunity
NASA's Marshall Space Flight Center (MSFC) is seeking design-build services for the Marshall Exploration Facility (MEF), a 50,000 to 80,000 gross square foot building located on Redstone Arsenal in Huntsville, Alabama. The project aims to create a flexible, collaborative environment that serves as a gateway to the MSFC campus, featuring open office spaces, event areas, training rooms, and meeting spaces. Contractors must demonstrate a $55 million bonding capacity and have experience with three design-build projects of similar scope, with at least three additional projects within 250 miles of Redstone Arsenal. NASA will utilize a two-phase Design-Build Selection Procedure with a Best Value Trade-off Source Selection technique, considering both technical factors and price. Key dates include a February 10, 2025 deadline for questions, with responses to be posted on SAM.gov, and a February 17, 2025 deadline for RFI responses, with the Request for Qualifications (RFQ) planned for issuance in Q3 2025.
The contract is not set aside for any specific group and does not identify current contractors. The estimated project budget is approximately $45 million, with construction anticipated to begin in Q4 2026. The facility will accommodate a moderate number of full-time occupants and many transient visitors, designed to be adaptable to future program and technology changes. The procurement will follow a Design Build Done Right (DBDR) approach, which will involve down-selecting to three offerors in Phase I (RFQ), followed by a Phase II Request for Proposal (RFP) with proprietary meetings and stipends for unsuccessful Phase II offerors. The project falls under NAICS category 236220 for Commercial and Institutional Building Construction and PSC category Y1AZ for construction of administrative facilities. A Project Labor Agreement may be required per FAR 52.222-34, adding another layer of complexity to the procurement process.
