RFI MSFCPS30-PROC-25001 Amendment 1 Project Title: Marshall Exploration Facility (MEF) Questions and Reponses
Question 1: Do you know which general contractors are pursuing this project?
Response 1: NASA encourages interested parties to post such on SAM.gov
Question 2: Is there any need for us to get qualified as a mechanical contractor?
Response 2: No prequalification is necessary; however, teams that demonstrate previously working together on similar size, scope, and complex projects may be adjudicated more favorably.
Question 3: When will subcontractors bid?
Response 3: NASA encourages the early involvement of key subcontractors and subconsultants;
Subcontractors are encouraged to identify interest on SAM.gov or other means. NASA encourages partnering prior to the Request for Qualification (RFQ) release.
Question 4: When will project break ground?
Response 4: Estimated Q4 2026
Question 5: Is it possible the project will advertise as a task order in the MACC-II contract?
Response 5: NASA does not plan to advertise this project as a task order under the MACC-II contract.
Question 6: Is NASA aware of the recent ruling (01515829614-C) in the U.S. Court of Federal Claims finding that the PLA mandated by EO 14063 violates provisions of the Competition in Contracting Act (CICA)?
Response 6: NASA is aware of ruling (01515829614-C). Currently, NASA plans to adhere to the FAR requirements for Project Labor Agreements (PLA). Additional information will be provided through the upcoming solicitation.
Question 7: Can we provide three related design build projects of similar size and scope without a proximity limit, and provide three related projects (of any contract method) of similar size and scope within 250 miles of Redstone Arsenal?
Response 7: NASA will accept three related design-build projects of similar size and scope without a proximity requirement, as well as three related projects (regardless of contract method) of similar size and scope within 250 miles of Redstone Arsenal.
However, NASA is seeking firms with a demonstrated understanding of, training in, and proven success in delivering projects that adhere to the Design-Build Institute of America’s (DBIA) Design-Build Done Right Best Practices.
Question 8: If a proposal or LOI is submitted electronically, what is the file size limit?
Response 8: The file size for the 10-page RFI submission should be manageable for email transmission. Please ensure that your submission adheres to this size limitation to ensure successful delivery.
Question 9: Are there margin guidelines since they specify specific font size and type?
Response 9: No specific margin guidelines are provided for the RFI response. However, please ensure that the formatting adheres to the specified font size and type requirements for clarity and consistency.
Question 10: What pages are excluded from the 10 page count (cover, tabs, requested forms)?
Response 10: The 10-page limit is all-inclusive and applies to the entire submission, including the cover page, tabs, and any requested forms.
Question 11: Please describe in more detail the 2 phase design build process. What will be the required deliverables for phase 1 and what will the shortlisting process be? Will there be a stipend provided for phase 2 participants?
Response 11: NASA intends to implement a Design Build Done Right (DBDR) two phase down select to a maximum of three offerors at the conclusion of Phase I, the Request for Qualifications (RFQ). A draft Request for Proposal (RFP) will be issued to the three offerors in phase II where proprietary meetings will be used to exchange feedback and ideas regarding the RFP and offeror concept. The draft RFP will be issued as final following the last proprietary meeting with official RFI log appended and any changes made to the draft RFP. NASA will evaluate final proposals for adherence to the evaluation criteria described in the RFP. NASA expects Design to Budget concepts maximizing the Scope of Work (SOW) in addition to betterments. Further information can be found on at the Design Build Institute of America (DBIA) website on best practices for federal projects. NASA intends to offer stipends to the unsuccessful offerors of phase II. NASA intends to implement an award fee program for successful offeror to reward behaviors that support NASA’s objectives.
Question 12: What are the extents of civil/sitework and utility infrastructure for this project?
Response 12: This project will contain civil/sitework that will be outlined in more detail in upcoming solicitations. Utility infrastructure is nearby to the site. Utilities including but not limited to sanitary, potable water, process water, electrical service, communication bus duct.
Utility requirements will be outlined in more detail in upcoming solicitations. NASA is seeking innovative solutions balancing creativity and adherence to performance requirements.
