About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command has issued a Special Notice for Marne Community Integration Motorized Tour Services at Fort Stewart, Georgia. The contract opportunity is a total small business set-aside solicitation seeking transportation and training support services for the Marne Community Engagement Program. Specifically, the government is looking for a contractor to provide personnel, equipment, and non-personal services to support an initiative designed to introduce newly arrived Soldiers to their local environment. The solicitation was posted on April 22, 2025, with responses due by April 29, 2025. The contract will utilize NAICS code 485510 (Charter Bus Industry) and Product Service Code V222 for passenger motor charter services.
The primary objective of this contract is to support the Army's Integrated Primary Prevention efforts by facilitating community engagement for soldiers, with a focus on reinforcing Army Values and reducing harmful behaviors. The program requires weekly training sessions for up to 75 participants, utilizing vehicle-based educational experiences that connect Savannah's historical narrative to community opportunities. Contractors must provide safe, clean vehicles with audio systems and trained guides capable of delivering educational content. The contract includes three base periods from May 2025 to May 2028, with each period consisting of vehicle services and associated costs. Eligibility is restricted to small businesses, with a specific emphasis on Women-Owned Small Businesses (WOSB). The performance will be centered around introducing soldiers to local resources, promoting healthy lifestyle choices, and building social connections during their critical first 90 days of assignment. Contractors will be expected to support the 3rd Infantry Division's Marne Prevention Strategy through these comprehensive community integration tours.
