About this opportunity
The United States Marine Corps Systems Command (MCSC) is seeking vendors to demonstrate direct, drop-in, M-Code capable replacements for the Defense Advanced GPS Receiver (DAGR) as part of the Mounted Assured Resilient Navigation (MARNAV) Block 2 program. This procurement aims to field modernized Positioning, Navigation, and Timing (PNT) capabilities with enhanced Navigation Warfare (NAVWAR) compliance for Marine Corps platforms. Interested vendors must submit detailed company information, including security clearance levels, CAGE code, and Universal Entity Identifier by 1300 EDT on May 9, 2025, to designated points of contact Leigh Anne Romo and Valeria Page. Vendor demonstrations will be conducted at Naval Information Warfare Center - Atlantic in Charleston, SC between February and May 2025, with the government using Microsoft Teams for coordination meetings to discuss demonstration requirements, equipment needs, and technical specifications. The evaluation will focus on vendors' ability to provide a direct factor replacement that meets the Marine Corps' technical and operational requirements.
The procurement is designated as a full and open competition with no specific set-aside for small businesses or disadvantaged vendors. The current acquisition strategy involves awarding a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract, with the potential to progress into an Engineering and Manufacturing Development (EMD) phase and subsequent system fielding and sustainment. While specific award values are not disclosed, the contract falls under NAICS category 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The MARNAV program is structured in two blocks, with Block 1 requirements already being met through the Army's Mounted Assured PNT System (MAPS) Gen II, and Block 2 representing the current focus of this vendor demonstration initiative. The procurement timeline suggests potential contract award and initial development phases beginning in late 2025 or early 2026, with a focus on modernizing GPS and PNT capabilities for Marine Corps tactical platforms.

Update #2 · Latest ·
NOTE: The Response Date has been updated to 9 May 2025.
The Marine Corps’ Mounted Assured Resilient Navigation (MARNAV) Program is the Marine Corps Systems Command (MCSC) lead acquisition effort to field modernized PNT capabilities to host platforms. This program will incorporate an M-Code GPS capability along with additional PNT enablers/alternatives to provide a robust Navigation Warfare (NAVWAR) compliant capability to the warfighters. The MARNAV Program is divided into two Blocks, with the Block 1 requirements being met by the procurement and fielding of the Army’s Mounted Assured PNT System (MAPS) Gen II. Although subject to change, the current Acquisition Strategy to fulfill the Block 2 requirements is to conduct a full and open competition resulting in the award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Government and the winning vendor may then enter the Engineering and Manufacturing Development (EMD) Phase of the program, and that contractual relationship may continue into system fielding and sustainment.
This RFI is being released to solicit vendors who can demonstrate a direct factor replacement for the Defense Advances GPS Receiver (DAGR).
