About this file
This Request for Information (RFI) from the United States Marine Corps seeks vendors to demonstrate currently available, direct, drop-in, M-Code capable replacements for the Defense Advanced GPS Receiver (DAGR) as part of the Mounted Assured Resilient Navigation (MARNAV) Block 2 program. The demonstrations will be conducted at Naval Information Warfare Center - Atlantic in Charleston, SC between February and May 2025, with vendor responses due by 1300 EDT on May 15, 2025 to the designated POCs Leigh Anne Romo and Ausha Tate.
The MARNAV program, managed by Program Manager Tactical Communications and Electromagnetic Warfare Systems (PM TCE) at Marine Corps Systems Command, aims to field modernized Positioning, Navigation, and Timing (PNT) capabilities incorporating M-Code GPS and additional PNT enablers for NAVWAR compliance. While Block 1 requirements are being met through the Army's MAPS Gen II system, Block 2 is anticipated to result in a full and open competition for a single IDIQ contract, followed by Engineering and Manufacturing Development phase. The opportunity falls under NAICS code 334220 and is open to all business sizes. Interested vendors must provide company information including security clearance levels, CAGE code, and Universal Entity Identifier when requesting to participate in demonstrations.

THIS RFI IS NOT A REQUEST FOR QUOTATIONS (RFQ) OR PROPOSALS (RFP). The purpose of this RFI is to conduct market research, in accordance with Federal Acquisition Regulation (FAR) Part 10, to determine the availability and adequacy of potential commercial sources before determining the acquisition strategy and issuance of an RFQ/RFP. The Government is not obligated to reimburse and will not pay for any information received from potential sources due to this RFI. This RFI is for informational and planning purposes only and does not constitute a solicitation for bids or proposals and is not to be construed as a commitment by the Government. The information provided herein is subject to change and does not bind the Government to solicit for, or award, a competitive or sole source contract.
2.0 BACKGROUND
All military services, including the Marine Corps, have been actively involved in Positioning, Navigation, and Timing (PNT)/Global Positioning System (GPS) modernization efforts that will culminate in the fielding of critical Assured PNT capabilities to their warfighters. These new capabilities will enable warfighters to benefit from enhanced PNT capabilities offered using Military Code (M-Code) GPS satellite signals, other signals of opportunity, and a variety of non-GPS sensors.
For the United States Marine Corps (USMC) ground-mounted and dismounted applications, the PNT Team, under Program Manager Tactical Communications and Electromagnetic Warfare Systems (PM TCE) at Marine Corps Systems Command (MCSC), is the Program Management Office (PMO) responsible for centrally managing the acquisition, development, and delivery of common PNT capabilities to all ground system PMOs at MCSC, Program Executive Office Land Systems (PEO LS), and other joint PEOs. This PNT Team functions as the PNT Commodity Management Office (CMO) for all ground needs.
Previous RFIs from this office have been released to help shape the PNT requirements for the USMC. Based on the feedback received from industry to date, PM TCE is conducting Vendor Demos to help further define Threshold and Objective requirements. Demonstrations will be conducted at Naval Information Warfare Center – Atlantic, Charleston SC, and will take place between February and May 2025. PM TCE is specifically looking for vendors to demonstrate currently available, direct, drop-in, M-Code capable replacements for the Defense Advanced GPS Receiver (DAGR). Coordinating instructions are below.
3.0 RFI DESCRIPTION / PROJECTED PATH AHEAD
The Marine Corps’ MARNAV Program is the MCSC lead acquisition effort to field modernized PNT capabilities to host platforms. This program will incorporate an M-Code GPS capability along with additional PNT enablers/alternatives to provide a robust Navigation Warfare (NAVWAR) compliant capability to the warfighters. The MARNAV Program is divided into two Blocks, with the Block 1 requirements being met by the procurement and fielding of the Army’s Mounted Assured PNT System (MAPS) Gen II. Although subject to change, the current Acquisition Strategy to fulfill the Block 2 requirements is to conduct a full and open competition resulting in the award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Government and the winning vendor may then enter the Engineering and Manufacturing Development (EMD) Phase of the program, and that contractual relationship may continue into system fielding and sustainment.
This RFI is being released to solicit vendors who can demonstrate a direct factor replacement for the Defense Advances GPS Receiver (DAGR).
