About this opportunity

The Federal Aviation Administration is conducting a market survey for Trans/Short Devices for Approach Light Sequence Flasher (ALSF-2) systems, which are critical components that enhance aircraft landing safety in low-visibility conditions by providing pilots with highly visible, structured lighting arrays during instrument approaches. The FAA requires 310 units of the ALSF-2 NBP FA model with part number 10715 and NSN 6030-01-473-2390 to support runway lighting systems across the FAA network. This pre-solicitation notice serves as market research to identify potential sources beyond the currently known original equipment manufacturer, with responses required by email only and no phone calls accepted. The procurement opportunity has a response deadline of June 30, 2025, just seven days after the posting date of June 23, 2025. The evaluation will focus on vendors' capability, authorization, and licensing to sell or distribute on behalf of the original equipment manufacturer.

This procurement does not utilize any set-aside designations and is currently structured around New Bedford Panoramex Corp. (UEI: CVFMA9B9J5F9; CAGE: 7X100) located in Claremont, California, which the FAA believes to be the sole available source as the original equipment manufacturer. The agency intends to pursue single source procurement procedures if no competitive responses are received that can be confirmed by the government, indicating the specialized nature of these aviation lighting components. The procurement involves 310 Trans/Short Devices that must be delivered new and fully operational to the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma. While no specific contract value is disclosed in the notice, the quantity and specialized aviation equipment nature suggest a substantial procurement supporting critical runway safety infrastructure. The delivery timeline has not yet been determined according to the accompanying Statement of Work dated June 6, 2025.
