About this opportunity
Paragraph 1:
The Department of Transportation Federal Aviation Administration Franchise Acquisition Services is seeking to procure Elta Groundmaster radar circuit card assemblies for the U.S. Border Patrol. The current obsolete radar circuit cards, designed for Microsoft Windows 7 or older, must be replaced to upgrade the radar assemblies to Windows 10 and Windows 11 to meet DHS cyber compliance requirements. The FAA is conducting a market survey to determine if any other vendors besides Elta North America, the believed sole source, can provide these circuit card assemblies. Responses are due by August 19, 2024.
Paragraph 2:
This procurement opportunity is not set aside for any particular business type. Elta North America is the only known potential source at this time, as they are the original equipment manufacturer (OEM). The FAA intends to pursue fulfillment of this requirement with Elta North America using single source procurement procedures if no other capable vendors are identified. The requirement is for 8 circuit card assemblies, with 2 units for Windows 10 and 6 units for Windows 11.

ELTA GROUNDMASTER RADAR CIRCUIT CARD ASSEMBLIES
An Interagency Agreement between the Department of Homeland Security (DHS) and the Federal Aviation Administration Logistics Center (FAALC) authorizes and funds the FAALC to provide the DHS Customs and Border Protection Agency (CBP) with supply chain management support, including the award and administration of supplier contracts, as required for U.S. Border Security Systems and necessary to accomplish the U.S. Customs and Border Protection Agency’s mission. Consequently, FAA will develop, award, and administer a contractual agreement on behalf of CBP to establish a maintenance and sustainability capability that supports this effort. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally, stemming the flow of drugs and other contraband. For this effort, it is required that circuit card assemblies be acquired specifically for the Elta Groundmaster radars deployed in the Integrated Fixed Tower (IFT) systems across Arizona. The current obsolete radar circuit cards, designed for Microsoft Windows 7 or older (and are no longer DHS compliant), must be replaced. The acquisition of the new cards will upgrade the radar assemblies to Windows 10 and Windows 11, which will bring the radars back to DHS cyber compliance.
This announcement serves as a market survey for the subject requirement. The United States Border Patrol (USBP) requires the purchase of eight (8) Elta Radar Circuit Card Assemblies
Elta Radar Circuit Card Assembly (Windows 10) Part Number: 1024Y600-006 Qty: 2
Elta Radar Circuit Card Assembly (Windows 11) Part Number: 1024Y600-007 Qty: 6
At this time, Elta North America (UEI: H55VZ5N6LA55; CAGE: 6LMH9) 8955 Henkels Lane, Suite 508, Annapolis Junction, MD 20701, is believed by the FAA to be the only available source due to their status as OEM.
Although no other sources are currently known by the FAA to exist, please provide a response to this announcement if your entity is in fact fully capable and authorized and licensed to sell and distribute on behalf of Elta North America.
If no responses are received asserting a competitive environment among fully capable vendors that can be confirmed by the US Government, the FAA intends to pursue fulfilment of this requirement with the aforementioned, only known source using agency single source procurement procedures.
This announcement is being posted for market research purposes in compliance with Acquisition Management Systems (AMS) 3.2.2.5.1 (c) if no other available sources can be confirmed to exist. The AMS is the FAA's agency wide governing acquisition authority in place of the Federal Acquisition Regulation (FAR).
