About this opportunity

The Federal Aviation Administration's Air Traffic Organization is conducting a market survey for Voluntary Safety Reporting Program (VSRP) Support Services to identify capable sources and assess marketplace competition for an upcoming acquisition. The agency requires comprehensive contractor support for modernizing and maintaining VSRP systems that are critical to the FAA's Safety Management System, including technical expertise for Event Review Committees, software development and maintenance, data management, and system integration services. Key contract requirements include supporting multiple safety reporting programs such as the Air Traffic Safety Action Program (ATSAP), Technical Operations Safety Action Program (T-SAP), and Confidential Information Share Program (CISP), while maintaining strict confidentiality protocols and cybersecurity compliance with NIST and FedRAMP standards. The contractor will be responsible for developing PowerPoint presentations, managing safety reporting databases, creating data visualizations, and providing ongoing technical support for system modernization efforts. The market survey response deadline is September 13, 2025, and responses will be used solely for informational purposes to develop the acquisition strategy rather than for contractor selection.

This pre-solicitation notice indicates no set-aside designation is currently planned, though the market survey aims to determine whether adequate competition exists among small business socioeconomic categories. The contemplated contract structure includes a 12-month base period with four 12-month option periods, providing up to five years of potential support services. No incumbent contractors or current service providers are specifically identified in the notice, nor are any estimated contract values or budget ranges disclosed at this market survey stage. The contractor will be expected to deliver monthly status reports, program management reviews, software design documentation, transition plans, and various technical reports throughout the performance period. The work falls under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services, indicating the technical nature of the required support services.

This is not a Screening Information Request or Request for Proposal.

The continuing mission of the FAA is to provide the safest most efficient aerospace system in the world. Within the FAA, the Air Traffic Organization (ATO) is responsible for ensuring the safe, expeditious flow of air traffic throughout the National Airspace System (NAS).

VSRPs are a key component of the ATO Safety Management System (SMS), providing a method to identify and correct potential safety hazards. These important programs encourage voluntarily submitted safety reports from employees involved in the delivery of air traffic services and are foundational to a healthy safety culture. The FAA is currently working to modernize and transform these VSRPs and the platforms on which they reside while continuing to maintain critical day-to-day VSRP functions and activities.

The FAA has a requirement for contractor support for the ATO’s VSRP and ongoing VSRP modernization and transformation to include:

  1. Providing technical expertise in support of Event Review Committees including developing PowerPoint presentations, compiling sources events, and completing a preliminary review of VSRP report listings;
  2. Providing support for software and tools development, design, maintenance, integration, and implementation;
  3. Maintaining current VSRP systems and reporting tools;
  4. Maintaining FAA’s confidential data and securing and maintaining all activities associated with the management of databases; and
  5. Creating and updating dashboards and other reporting tools in support of reviewing VSRP activities and outcomes.

This work will support FAA efforts to identify safety concerns in order to utilize information received to identify risk and develop corrective actions.
