About this opportunity

The Federal Aviation Administration's Franchise Acquisition Services is conducting a market survey to determine commercial availability of Valence 24-volt batteries, specifically part number U27-24V88XP, which serve as primary power generation components for Customs and Border Protection's Relocatable Tower systems. This equipment will be provided to the FAA in support of CBP operations, and the agency is seeking statements of interest, capabilities, and rough cost estimates from qualified vendors. The market survey aims to assist in developing an acquisition strategy and determining whether adequate competition exists among various business categories. Respondents are encouraged to provide comments on the government's approach to this requirement, and all questions must be submitted in writing via email to the contracting officer. The response deadline for this market survey is October 14, 2025, with the NAICS code designated as 335910 (Battery Manufacturing) and a small business size standard of 1,250 employees.

Currently, no set-aside designation has been determined, though the FAA may decide to conduct a full and open competition or reserve all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a) certified firms. The market survey specifically seeks information to determine if adequate competition exists among these designated business categories. The procurement involves 145 Valence 24-volt batteries that are crucial components of the CBP Relocatable Tower System power generation infrastructure. No incumbent contractors or current suppliers are mentioned in the notice, and no specific budget range or award value estimates are provided at this preliminary market research stage. The survey responses will inform the final acquisition strategy and competition approach for this battery procurement requirement.
