About this opportunity

The Federal Aviation Administration (FAA) William J. Hughes Technical Center for Advanced Aerospace is conducting a market survey to identify qualified vendors to provide Superfund Architectural and Engineering (A/E) services at its facility in Atlantic City, New Jersey. The FAA is seeking capability statements from interested firms of all sizes to assess the availability of qualified sources and determine whether adequate competition exists for potential small business set-asides. Key requirements include demonstrated experience on EPA National Priorities List (NPL) sites, Federal Facility Agreements, complex groundwater modeling, PFAS and mercury contamination remediation, New Jersey professional engineering licensure, advanced degrees in relevant disciplines, and 10 to 20+ years of Superfund experience. Key personnel must include a Program Manager, Remedial Design Manager, Feasibility/Risk Assessment Manager, Senior Design Engineer, and various specialists in hydrogeology, ecology, and chemistry. The contractor's primary office must be located within 200 aerial miles of the FAA Technical Center. Responses to this market survey are due by February 4, 2026, and all information provided will be used solely for evaluation purposes; this notice does not constitute a commitment to award a contract.

The FAA is considering multiple Indefinite Delivery, Indefinite Quantity (IDIQ) awards for this requirement, though it reserves the right to award one, multiple, or no contracts based on market survey responses. No set-aside designation has been applied to this opportunity at this time, though the market survey will inform whether small business set-asides are feasible for the eventual procurement. The FAA Technical Center encompasses approximately 5,000 acres and was listed on the EPA National Priorities List in 1990; it currently contains over 30 Areas of Concern with contamination including chlorinated solvents, aviation fuels, pesticides, PCBs, heavy metals, mercury, and PFAS. The contract is structured as firm fixed price task orders based on negotiated labor rates, with work anticipated to extend beyond 30 years, requiring long-term continuity and minimal disruption to ongoing remediation efforts. Specific budget values and award amounts have not been disclosed in this pre-solicitation notice.
