About this opportunity
The FAA Southwestern Region is conducting a market survey ahead of a potential progressive design-build procurement for a new Airport Traffic Control Tower at Fort Lauderdale-Hollywood International Airport, with responses due November 10, 2026 at 1700 ET, superseding the November 5 date in the November 2 attachment. No set-aside is used. The FAA is evaluating progressive design-build with a guaranteed maximum price and progressive design-build with a firm-fixed price, and Executive Order 14402 mandates firm-fixed-price structures. The survey cites an estimated project cost of approximately $85,000,000, and the draft SIR states a total target budget of $85,000,000 with a minimum $85,000,000 bonding capacity requirement. Work is at FLL in Fort Lauderdale, Florida, on Site 4 at Lee Wagener Boulevard and SW 11th Terrace, a surveyed 1.38-acre parcel with a cab floor at 210 feet AGL and a top of tower at 245 feet AGL. Phase I environmental assessment identified two Recognized Environmental Conditions, and the FAA is conducting a Phase II ESA. Phase 1 covers validation, preliminary design to 60-70% completion, and preconstruction services, with a draft SIR maximum target schedule of 180 calendar days. Phase 2 covers final design and construction of the new ATCT and an adjacent administrative base building, plus commissioning coordination with a third-party Commissioning Agent. Requirements include Florida-registered principal architects and engineers, separate FOUO and sensitive security information drawing packages, wind tunnel testing, Revit BIM, and compliance with FAA TFDS Version 2.4. The draft SIR requires a 15% minimum self-performance and a design-build project integrator holding DBIA Associate credentials. Interested firms submit capability statements in PDF on letterhead to Contracting Officer ThuyLinh TranNguyen or officers Sam Culberth or Erin Crabtree. Responses are informational only, and no contract commitment is made. The FAA uses Jones Design Studio, PLLC and SAIC for support, and respondents must disclose conflicts with those firms.
