About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to identify qualified sources for installing safety and security window film on storefront windows and doors at the Republic Airport Air Traffic Control Tower in East Farmingdale, NY. The procurement involves installing 18 full-height storefront windows and 3 full-height storefront doors with specialized 3M Ultra S800 interior and exterior films. Vendors must be registered in SAM.gov, demonstrate responsibility, and have no adverse performance history to be eligible. The FAA will competitively award a single Firm Fixed Price contract to the lowest responsive bidder, with a focus on selecting a contractor with at least 5 years of experience as an authorized film applicator. Interested vendors must submit a statement of interest via email by 4:00 p.m. Central Time on February 12, 2025, with the solicitation expected to be released on February 19, 2025.

The FAA has not yet finalized the acquisition strategy but is considering set-asides for Small Businesses, 8(a) program participants, Service Disabled Veteran-Owned Small Businesses, Woman-Owned Small Businesses, and potentially local vendors within 50 miles of the work site. The project timeline anticipates a site visit on March 3, 2025, with quotes due by March 7, 2025, and an estimated contract award date of March 14, 2025. The contract requires installing window films with specific technical specifications, including 8-mil interior and 7-mil exterior films with manufacturer-approved attachment systems. Contractors must provide a 12-year warranty for interior film and a 7-year warranty for exterior film, with installation typically occurring during standard business hours (8:00 AM to 4:30 PM Monday-Friday) to minimize disruption to the facility's continuous operations.
