About this opportunity

The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center, is conducting a market survey to identify qualified suppliers for Circuit Card Assembly (NSN 5998-01-660-0959, Part Number 5402650-001). This component supports the AN/MSQ-135 Mobile Tower System (MOTS), a rapidly deployable air traffic control tower and airfield lighting system that provides digital air/ground communication and integration with Army airspace command and control networks. Potential suppliers must demonstrate manufacturing or supply capability by submitting documentation including completed questionnaires, engineering drawings, test results, relevant contract history, and data rights information. The evaluation will assess technical qualifications such as engineering staff expertise in circuit board design and production, experience with appropriate test equipment, and obsolescence management processes, as well as the ability to meet U.S. Government delivery requirements and accommodate spot buy or fixed quantity orders. Interested sources must submit their capability information by March 23, 2026, and those seeking access to the technical data package must request it within seven days of the posting date (by March 16, 2026) and maintain current Defense Logistics Agency Joint Certification Program (JCP) approval with an active DD2345.

No set-aside designation applies to this procurement. The government's estimated initial production requirement is 21 units, based on the most recent purchase of 14 units completed on July 10, 2024, though final quantities will be determined at the time of formal solicitation. The technical data package, which includes level 2 developmental information, is available for release to qualified suppliers who execute a Non-Disclosure Agreement and meet ITAR requirements restricting the data to U.S. persons and domestic locations. Specific award values or budget ranges are not provided in this pre-solicitation notice. The market survey is intended for planning purposes only and does not constitute a commitment by the U.S. Government to issue a formal solicitation or award a contract.
