About this opportunity

The Federal Aviation Administration (FAA) Southwestern Region is seeking qualified contractors to demolish an existing shelter building and concrete slab at Bishop International Airport in Flint, Michigan, and to prepare, pour a new concrete slab, and install a government-provided shelter building. All labor, materials, supervision, and transportation necessary to complete this work must be provided by the selected contractor in accordance with specifications and drawings to be included in the solicitation. The FAA has not specified formal evaluation criteria in this pre-solicitation notice; however, contractors must demonstrate competency and qualification in poured concrete foundation and structure work. Interested contractors must submit their request for the Request for Proposal package no later than 5:00 pm Central Standard Time on December 12, 2025, by emailing Tony W. Bryant, the Contracting Officer, at Tony.W.Bryant@faa.gov with their company name, physical mailing address, email address, and telephone number. The full RFP package is expected to be available in early January 2026, with site visits available but not mandatory.

This procurement is designated as a Total Small Business Set-Aside, with the applicable NAICS code 238110 (Poured Concrete Foundation and Structure Contractors) and a small business size standard of $19 million. No incumbent contractor information has been identified in this pre-solicitation notice. The rough order of magnitude for the project budget is between $50,000 and $100,000, reflecting a relatively modest construction project scope. Contract performance must be completed within 30 calendar days following the Notice to Proceed. The compressed timeline from the December 12 pre-solicitation deadline to the expected early January RFP release suggests that interested small businesses should prepare their capability submissions promptly to meet the stated deadline.
