About this opportunity

Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center, intends to acquire helmet mount assemblies for the AN/PVS-14 night vision device and requests responses from potential manufacturers and suppliers by July 14, 2026. The Government seeks sources capable of producing or sourcing two variants: ACH Helmet Mount Assemblies (NSN 5855-01-610-8704) and PASGT Helmet Mount Assemblies (NSN 5855-01-612-5116). The estimated requirement totals 219,792 ACH assemblies and 25,000 PASGT assemblies over a five-year period.

This is not a developmental effort. The Government possesses the technical data package (TDP) and will release it conditionally; alternate designs require approval from the Product Manager-Soldier Maneuver Sensors. The TDP is subject to International Traffic in Arms Regulations (ITAR) controls and includes test plans, test reports, drawings, and specifications restricted from non-U.S. persons and transfer outside the United States.

Interested suppliers must execute a Use and Non-Disclosure Agreement and maintain active Defense Logistics Agency Joint Certification Program status with an approved DD2345 form and active CAGE status in the System for Award Management. Responses should include a list of items the supplier can produce or source and supporting capability documentation. Submissions are sent to brandon.t.hepner.civ@army.mil. This pre-solicitation notice does not bind the Government or contractors to any specified terms.
