About this file

This is a Contractor Questionnaire for a pre-solicitation market survey issued by the Defense Logistics Agency-Aberdeen on behalf of the Army Integrated Logistics Supply Center. The Government seeks sources capable of manufacturing or supplying Helmet Mount Assemblies for the AN/PVS-14 Monocular Night Vision Device, specifically for the Advanced Combat Helmet (ACH) with NSN 5855-01-610-8704 and the Personnel Armor System for Ground Troops (PASGT) Helmet with NSN 5855-01-612-5116. The estimated requirement is 219,792 ACH Helmet Mount Assemblies and 25,000 PASGT Helmet Mount Assemblies over a five-year period.

Interested suppliers must respond by July 14, 2026, by submitting responses to brandon.t.hepner.civ@army.mil that include a list of items the supplier can produce or source along with supporting documentation of capability. The Government possesses the technical data package (TDP) for both assemblies and will make it available for conditional release; however, this is not a developmental effort and any alternate designs must be approved by the Product Manager-Soldier Maneuver Sensors (PM-SMS). This is a pre-solicitation notice only and does not constitute a binding agreement between the Government and any supplier. The questionnaire is designed to identify qualified sources before formal procurement action is initiated.
