About this opportunity
The Federal Aviation Administration is conducting a market survey to assess capabilities for providing Spin and Spin Recovery Training to FAA Aircraft Certification Flight Test Pilots, with responses due by September 15, 2026. This is a market survey in advance of a Firm-Fixed Price Indefinite Delivery/Requirements contract; the FAA has not yet determined whether the competition will be full and open or set aside in whole or part for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a)-certified firms.
Training delivery comprises ground school (minimum four hours per class) and flight instruction (minimum two hours per crewmember, consisting of two approximately one-hour flights). Classes will accommodate up to four crewmembers with primary focus on Flight Test Pilots. Instruction must follow AC 61-67 and 14 CFR 23.2150 and cover spin entry, recognition, recovery procedures, stall effects, weight and balance, and aircraft certification requirements. Flight training must occur in either turbine-powered or piston-powered aircraft certificated for acrobatic operations; simulator time is permissible only as supplementary training, not as a substitute for required in-aircraft time. Training cannot occur between midnight and 6:00 a.m., with maximum daily limits of four hours flight instruction, eight hours ground school, or ten hours combined per class.
The contractor must provide all aircraft, fuel, maintenance, facilities, qualified instructors authorized to conduct required maneuvers, and FAA-compliant training materials. Upon completion, the contractor issues a Certificate of Training signed by instructor and student and submits it to the Contracting Officer prior to invoice payment. Student quotas are assigned by the Aircraft Certification Service—Enterprise Operations Division (AIR-900). The FAA will conduct annual quality assurance reviews.
