The deadline for submitting questions in writing to the Contracting Officer is April 27, 2026, and all interested vendors must submit statements of interest and capabilities by this same date, with the understanding that the FAA will not reimburse any costs incurred in preparing market survey responses.

No incumbent contractor or award value has been identified in this pre-solicitation notice. The contract will be structured on a per-class basis with tuition costs determined accordingly, while the FAA will cover all student travel and per diem expenses. The contractor must provide course syllabi, schedules, and reference materials at least two weeks prior to training delivery and issue Certificates of Completion and final grade reports within two weeks of course completion. Student quotas will be determined by the Aircraft Certification Service - Planning and Program Division (AIR-900) and Flight Standards Service Training Division (AFB-500), indicating that enrollment will be managed across multiple FAA organizational units.
