About this opportunity
The Federal Aviation Administration (FAA) Facilities Engineering Branch at the William J. Hughes Technical Center is seeking to upgrade its Building Automation System from Andover Controls Continuum to the latest version of Ecostruxure. This market survey aims to determine the availability of qualified contractors capable of performing the upgrade, with a focus on obtaining capability statements from interested companies. The procurement will involve replacing network switches, installing new automation servers and terminal controllers, and integrating network connectivity across multiple buildings. Interested vendors must submit a five-page capability statement, business classification size statement, and a Certificate designating them as a Certified Schneider Electric EcoXpert Building Automation Master by April 18, 2025, at 4 PM ET. The FAA has not yet determined the final acquisition strategy and is using this market survey to assess whether the procurement should be set aside for small businesses or remain open to all competitors.
The contract opportunity falls under the NAICS code 238210 for Electrical Contractors, with a size standard of $19 million. The project requires a 90-calendar day performance period from the Notice to Proceed, with work to be completed between 8:00 A.M. and 4:30 P.M. Monday through Friday. The scope includes installing one Ecostruxure AS Automation Server and one i2867 Terminal Controller per building, configuring system alarms, creating new HTML5 SVG graphics, and providing comprehensive end-user training for approximately 20 individuals. The existing infrastructure encompasses 32 buildings with 795 total equipment controllers, primarily focusing on upgrading the building automation network across the technical center. Contractors will need to provide detailed O&M manuals, programming files, and create a comprehensive campus network topology drawing, with the government providing security escorts to support the project's accelerated timeline.
