About this file

This document is a Statement of Work (SOW) for a Building Automation System Ecostruxure Upgrade at the William J. Hughes Technical Center for Advanced Aerospace, located at Atlantic City International Airport. The project requires upgrading the existing legacy Building Automation System (BAS) to a Schneider Electric Ecostruxure database platform, which involves replacing network switches, installing new automation servers and terminal controllers, upgrading system databases, and integrating network connectivity across multiple buildings. Key requirements include installing one Ecostruxure AS Automation Server, one i2867 Terminal Controller per building, configuring system alarms, creating new HTML5 SVG graphics, and reintegrating data logging software.

The contract specifies that all work must be performed by a Certified Schneider Electric EcoXpert Building Automation Master, with a 90-calendar day performance period from the Notice to Proceed. The contractor must provide comprehensive end-user training for approximately 20 individuals, submit O&M manuals and programming files electronically, and create a detailed campus network topology drawing. Work will be completed between 8:00 A.M. and 4:30 P.M. Monday through Friday, with the government providing a security escort to assist in meeting the accelerated project schedule. The project involves adding BAS network connectivity to several buildings and off-site facilities, with capacity for multiple controllers.

Attachment I Statement of Work

Building Automation System Ecostruxure Upgrade William J. Hughes Technical Center for Advanced Aerospace, Atlantic City International Airport, New Jersey 08405

C.1 Scope of Work

The Federal Aviation Administration (FAA) William J. Hughes Technical Center for Advanced Aerospace (WJHTC) has a requirement to update the legacy software currently being used for its Building Automation System (BAS). The objective of this work is to upgrade the current BAS software to an Ecostruxure database platform and integrate its use throughout various buildings at the WJHTC campus.

The Contractor must provide all labor, equipment, materials, and supervision to accomplish the following:

1. Furnish and install one (1) Ecostruxure AS Automation Server in place of the existing Infinity and Continuum Ethernet Master Controllers at each specified site/building as called for in the contract documents.

2. Furnish and install one (1) i2867 Terminal Controller to replace each existing incompatible Infinity equipment controller in each building (See Attachment III Existing Building Controller Chart).

3. Furnish labor required to upgrade the existing Continuum system database for each building to the Ecostruxure platform including:

a. Test and confirm integrity of existing database. If deficiencies with the existing database are discovered, Contractor must correct them prior to the upgrade.

b. Test and confirm compliance of existing Andover Plain English control software to ensure no Andover “reserved keywords” are utilized in the system software. If necessary, software will be revised by the Contractor to correct any violations discovered.

c. Back-up existing Continuum database prior to the upgrade.

d. Install new Ecostruxure Workstation computer software and upload Ecostruxure database.

e. Verify integrity of upgraded database prior to proceeding to replace the Continuum Network Controllers and decommissioning the upgraded controllers on the Continuum workstation.

f. Replace each incompatible Infinity equipment controller (as needed).

g. Back-up the newly updated Ecostuxure database for local storage on a USB drive or portable hard drive.

4. Furnish labor required to configure all existing critical Andover system alarms to be delivered via the embedded Andover alarm emailing service and any other existing alarm delivery modes.

5. Create and deploy new Ecostruxure system HTML5 SVG graphics to replace the existing

Continuum Pinpoint workstation graphics.

6. Verify integrity of HVAC controls, data logs, alarms, and alarm emailing upon completion of the upgrade.

7. Reintegrate Skyspark data logging server/software to the new Ecostruxure Server.

8. Network Upgrades:

a. Provide a comprehensive topology diagram of the BAS network. Refer to Attachment II- Current Known Network Arrangement for existing arrangement.

b. Upgrade the following network switches as described below:

i. Replace the network switch servicing the R&D area with a switch capacity suitable for adding an additional 10 controllers to the network.

ii. Replace the network switch servicing the FAMS area with a switch capacity suitable for adding an additional 10 controllers to the network.

iii. Replace the network switch servicing the TSL area with a switch capacity suitable for adding an additional 5 controllers to the network.

c. Add BAS network connectivity to the following sites:

i. Building 350 with capacity for minimum of 5 controllers.

ii. Off-site facility in Elwood with capacity for minimum of 2 controllers.

iii. Off-site facility at Building 170 with capacity for minimum of 2 controllers.

iv. Building 320 with capacity for minimum of 2 controllers.

v. Building 362 with capacity for minimum of 2 controllers.

d. In all other areas the Contractor must replace any network switches with less than 3 ports available for expansion. In any areas where there are multiple network switches, the Contractor at their expense must consolidate those switches into one large switch with a minimum of 3 ports for expansion.

C.1.2 Required Certification

All work must be performed by a Certified Schneider Electric EcoXpert Building Automation Master.

C.1.3 Installation

The installation work will be considered complete and acceptable for payment once a fully functioning Ecostruxure Building Automation System, all required deliverables, and as-built drawings have been provided to and accepted by the Government as called for in the contract documents.

C.1.4 Testing, Training, and Commissioning

The Contractor must provide a onetime on-site comprehensive end-user training for approximately 20 individuals. The training must include, but is not limited to, adjusting setpoints, hardware and software settings, and setting alarms.

C.2 Site Conditions

All work will be completed at various sites/buildings located at the WJHTC. Reference Attachment II- Current Known Network Arrangement and Attachment III- Existing Building Controller Chart to view the sites/buildings where work is required.

It is assumed that 10 incompatible controllers will need to be replaced. Table 1 in Attachment III- Existing Building Controller Chart shows the assumed status of the existing building controllers.

Attachment II- Current Known Network Arrangement shows the existing network switches in each building. Buildings are interconnected using singlemode and multimode fiber connections.

Any work required to complete this project that interferes with other work being performed must be communicated by the Contractor and coordinated with the FAA’s Contracting Officer’s Representative

(COR).

The Contractor must provide an on-site full time superintendent to manage their personnel and subcontractors.

In an effort to meet the accelerated schedule the Government will provide a security escort to assist in completing this scope of work. The on-site superintendent will be responsible for coordinating all deliveries, start and stop times, as well as break times with the Government assigned escort.

C.3 Schedule of Work

The Contractor must perform all work between the hours of 8:00 A.M. and 4:30 P.M. Monday through Friday (excluding Federal Holidays).

C.4 Period of Performance

The period of performance will be 90 calendar days from the Notice to Proceed (NTP).

C.5 Drawings or Specifications

General Specifications for Electrical Installations (Attachment IV)

C.6 Deliverables

The Contractor must provide a new Schneider Ecostruxure Building Automation System and all as-built drawings, and associated O&M manuals. All deliverables must be submitted electronically on a USB drive or portable hard drive for the Governments approval.

The Contractor must submit the following deliverables at the Pre-construction Meeting:

1. Controller Documentation

The Contractor must submit the following deliverables upon completion of work:

1. O&M manuals

2. All programming files on a USB drive

3. A detailed campus network topology drawing showing all switch and port information for each building master controller and slave controller connection.
