About this opportunity
The Federal Aviation Administration is conducting a market survey for commercially available Distance Measuring Equipment (DME) Ground Transponder Systems, with vendor responses due July 21, 2026 at 5:00 p.m. ET. This is not a formal solicitation; the FAA retains discretion to issue an industry day event or formal procurement at a later date. The current DME procurement contract expires February 2029.
Vendors must submit responses addressing eleven specific requirements, including company information, component drawings, and a completed Requirements Verification Matrix comparing proposed systems to FAA-E-37016 DME System Performance Specification (effective June 24, 2025). Submissions are limited to 70 pages, excluding the requirements verification matrix and supporting evidence. Key submission content includes explanations of any unmet requirements, safety and configuration control documentation, Buy America Act compliance status, operational deployment numbers, installation support experience, annual production capacity, and obsolescence management processes.
The specification establishes performance requirements for solid-state transponder systems operating in the National Airspace System for en route and terminal navigation aids. Systems must operate on channels between 960–1215 MHz, achieve receiver sensitivity not exceeding −94 dBm, and maintain a Mean Time Between Failures of not less than 8,760 hours. Environmental requirements include operating temperatures from −46°C to +50°C and withstanding 100 mph winds and 0.5 inches of ice accumulation. Systems must comply with electromagnetic compatibility per MIL-STD-461G and multiple FAA, military, IEEE, IEC, and industry standards.
Applicable Buy America Act clauses include AMS 3.6.4-5 (FAA Buy American Preference for Steel and Manufactured Goods), 3.6.4-8 (Buy American Act and USMCA Implementation), and 3.6.4-18 (Certification Regarding Steel and Manufactured Products). Questions were due June 23, 2026; responses to three vendor questions regarding page limits, Buy America Act citations, and waiver procedures have been published. Applicable NAICS codes are 334511 and 541330; PSC is 6605.
