About this opportunity
The U.S. Army Corps of Engineers, Tulsa District, is conducting market research to gather industry feedback on optimal project delivery methods and contracting vehicles for potential Progressive Design-Build and Other Transaction Authority projects at Altus Air Force Base, with responses due by July 23, 2026 at 2:00 PM CST.
The procurement covers four military construction projects: KC46A Simulator Facility Phase 4-a ($28 million, 540-day performance, FY28 award); Aircraft Maintenance Hangar ($99 million, 720-day performance, FY28 award); Multipurpose Hangar ($134 million, 720-day performance, FY28 award); and FY29 Main Gate Entry Control Facility ($21 million, 540-day performance, FY29 award). The combined program value is approximately $280 million. The Government is evaluating three primary delivery approaches: Accelerated Design-Build to Budget under FAR, Construction Manager at Risk under Other Transaction Authority, and Progressive Design-Build under OTA.
Respondents should address company qualifications, experience with PDB and OTA delivery methods, feasibility and risk assessment across design versus single-point responsibility approaches, budget realism and cost drivers, schedule and supply chain risk, collaboration priorities, and overall delivery recommendations. The questionnaire requests ranked preferences, yes/no responses, and narrative explanations addressing constructability, cost certainty, schedule feasibility, and commercial best practices for military facility construction.
Responses must be submitted via email to Daniel Foyil at Daniel.A.Foyil@usace.army.mil. No pricing or formal bids are required at this stage. This market research precedes formal solicitation and will inform acquisition strategy decisions.
