About this opportunity

The US Army Corps of Engineers, Savannah District, is conducting market research for the Department of Labor Atlanta Job Corps Campus Infrastructure project, which involves constructing site and infrastructure development for a new Job Corps Campus on a 25-acre site in Atlanta, Georgia. The scope includes clearing the site, removing salvage materials, demolishing existing buildings and utilities, completing grading activities, and installing new underground utilities, asphalt roadways, and landscaping to establish a fully prepared foundation site. This work will serve as the groundwork for a subsequent project that will construct the actual campus buildings and connect to the completed utilities and roadways. The agency is targeting general contractors interested in bidding on this project and requires completion of a market research survey and Project Labor Agreement questionnaire. The survey must be completed by October 16, 2025, and contractors with questions should contact Contract Specialist Fabiola Ducelus or Contracting Officer Greg Graham.

This opportunity does not utilize any small business set-aside designation despite the market research examining small business set-aside implementation. The project falls under Executive Order 14063, which mandates the use of Project Labor Agreements for federal construction projects estimated to exceed $35 million, indicating the contract value likely surpasses this threshold. The work is classified under NAICS code 238910 for Site Preparation Contractors and PSC code Z2PZ for Repair or Alteration of Other Non-Building Facilities. The project represents the first phase of a multi-phase development, with the current infrastructure work establishing the foundation for future campus construction. No incumbent contractors or specific award values are mentioned in this pre-solicitation notice, as this appears to be an initial market research effort to gauge contractor interest and capabilities.
