About this opportunity
Army Contracting Command, Aberdeen Proving Ground is conducting market research via sources sought notice to identify potential sources for a sole-source acquisition supporting specialized research and development, testing and engineering at the University of Alaska Fairbanks Geophysical Institute, with response due June 22, 2026. This procurement is structured as a sole-source University Affiliated Research Center (UARC) acquisition.
The Army seeks sources demonstrating theoretical and practical understanding across four competency areas: nuclear treaty verification techniques and technologies from R&D through worldwide implementation and operation; geophysical measurement and signature intelligence (MASINT) from R&D through worldwide implementation and operation; Geospatial Intelligence (GEOINT) from R&D through worldwide implementation and operation; and basic and applied geophysical research in solid earth, atmosphere, cryosphere, oceans, unmanned aerial systems, and space. The Army states that data necessary to acquire this competitively is not physically available, cannot be obtained economically, and adequate specifications cannot be drafted through other means.
Work is performed at the University of Alaska Fairbanks Geophysical Institute. NAICS code 541715 applies (Research and Development in the Physical, Engineering, and Life Sciences, except Nanotechnology and Biotechnology). PSC AC13 (National Defense R&D Services; Department of Defense—Military; Experimental Development) governs classification.
No telephone requests are accepted. Submit inquiries in writing to Schon Zwakman, Contracting Officer, schon.m.zwakman.civ@army.mil. No solicitation is currently available; requests for a solicitation will not receive a response.
