About this opportunity
The USDA Forest Service seeks a wellness presentation covering mental health, leadership training, and coaching services for Mark Twain National Forest Line Officers, with proposals due August 26, 2026, and questions due August 24. This is a total small business set-aside (NAICS 611430, $9 million size standard) with notice of intent to award on a single-source basis under FAR 13.106-1(b)(1)(i); the solicitation is being reissued to allow additional package submissions.
Place of performance is Ava, Missouri (Mark Twain National Forest, 1006 S. Jefferson Street, Ava, MO 65608-9695). The contractor must deliver a structured 4–6 hour in-person training presentation for approximately 30–40 Forest Service Line Officers on October 19–23, 2026 (single day within that window, location in either Ava or Springfield, Missouri). Content must address stress physiology, decision-making under pressure, communication strategies, mental health practices, and leadership resilience. The contractor must also facilitate peer-learning discussions on realistic leadership scenarios and deliver individual or small group coaching within 30–60 days post-training, focusing on stress response, decision-making, conflict navigation, and sustainable leadership. Deliverables include a training slide deck and participant materials tailored to Forest Service roles, leader toolkits with quick reference sheets, a summary of key concepts, and optional coaching notes. The contractor must demonstrate expertise in leadership development, mental health education, stress management, or resilience-focused professional services, with preferred experience in natural resource agencies, emergency response organizations, or federal land management leadership.
Quotations must be firm-fixed price, inclusive of all travel expenses. Service Contract Labor Standards apply; the Technical Instructor/Course Developer wage rate is $24.24 per hour. Evaluation follows lowest-price-technically-acceptable methodology, weighing technical ability to meet schedule and SOW requirements, past performance (rated acceptable, neutral, or unacceptable), and price fairness and reasonableness. Award requires acceptable or neutral past performance. Offerors must hold active SAM registration and certify compliance with federal anti-discrimination and DEI requirements. Pricing is firm for 90 calendar days from submission.
