Notice text

MITD requires a non-personal services contract for an upgrade to the current Collision Avoidance Radar Navigation System (CARNS) simulator. The current simulator needs an upgrade to incorporate new technology and system applications that will enhance the overall training experience of our soldiers.

To provide current, state of the art training for soldiers, MITD must sustain properly maintained training simulators. In FY17, the Transportation School contracted for a technical refresh. The current simulator needs an upgrade to incorporate new technology and system applications that will enhance the overall training experience of our soldiers. The contractor will provide the required software, hardware, components and ensure the total system function after completion of work.

The statutory authority for the sole source procurement is FAR 13.5: exclusive licensing agreements. Attached is the draft Performance Work Statement (PWS).
