About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center is procuring new marine doors for 154' WPC Coast Guard Cutters through a Firm-Fixed Price requirements contract. These marine doors are critical safety components that maintain watertight integrity by preventing sea water from entering vessels through exterior and interior watertight bulkheads, while also preventing the spread of fire, smoke, flooding, and other hazards during emergency situations. The solicitation requires Original Equipment Manufacturer (OEM) marine doors exclusively manufactured by Bollinger Shipyards, LLC, and any non-OEM submissions will be rejected as unacceptable to ensure proper form, fit, and function. Evaluation will be based on price and past performance, with the intent to award to the lowest-priced quotation offering genuine OEM parts. Quotes are due by September 26, 2025, at 3:00 PM Eastern Time and must be submitted electronically to the designated contracting officer.
This procurement includes a small business set-aside under NAICS Code 332321 with a size standard of 750 employees, despite being structured as a sole source award to Bollinger Shipyards, LLC through its subsidiary Chand, LLC. The contract spans five years with five 12-month ordering periods from Fiscal Year 2025-2029, covering multiple metal door part numbers with quantities ranging from 21 doors in the first ordering period to 46 doors in the fifth ordering period. Marine doors must be individually packaged in MIL-C-104C compliant crates with a required delivery schedule of 120 calendar days after contract award. The place of performance is located in Mathews, Louisiana, and the pricing attachment shows all door items currently listed at $0.00, indicating that pricing will be determined through the quotation process. The Coast Guard's market research confirmed this as a sole source procurement after receiving responses only from the OEM subsidiary when conducting outreach to potential suppliers.
Notice text
The U.S. Coast Guard Surface Forces Logistics Center intends on awarding a Firm-Fixed Price requirements contract to purchase new marine doors used to support the 154’ WPC Coast Guard Cutter.
The Bollinger/Chand marine doors listed in this requirement are commercial items, comprised of multiple interrelated parts, designed, and manufactured by Bollinger Shipyards, LLC. The marine doors listed in this requirement are critical to the operation of the 154’ WPC vessels during the completion of their missions. The marine doors keep sea water from entering the vessel through the exterior watertight bulkheads and interior watertight bulkheads between spaces below the waterline. In normal vessel operations the marine doors allow the crew the ability to complete their duties while maintaining watertight integrity. During emergency situations the marine doors prevent fire, smoke, flooding, hazardous chemicals, or other hazards from spreading throughout the vessel while the crew remedy the situation. To ensure proper form, fit and function of the marine doors, only OEM manufactured marine doors shall be used. Items submitted under this solicitation which are other than OEM marine doors will be rejected as unacceptable.
