About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center is procuring marine doors specifically manufactured by Bollinger Shipyards, LLC for use on 154' Coastal Patrol Boat (WPC) Class Cutters. These critical marine doors maintain watertight integrity by preventing seawater from entering through exterior and interior watertight bulkheads below the waterline, and during emergencies they prevent fire, smoke, flooding, hazardous chemicals, or other hazards from spreading throughout the vessel. The solicitation requires only original equipment manufacturer (OEM) marine doors from Bollinger/Chand, with any non-OEM submissions automatically rejected to ensure proper form, fit, and function. This is a sole source procurement conducted under FAR Part 13 Simplified Acquisition Procedures with solicitation number 70Z08025Q17003B00. Quotes are due by September 26, 2025 at 3:00 PM Eastern Time, and the contract will be awarded as a firm-fixed price requirements contract with unit prices including shipping, packaging, marking, and barcoding.
This procurement is designated as a small business set-aside under NAICS code 332321 (Metal Window and Door Manufacturing) with a size standard of 750 employees. The solicitation includes 11 specific part numbers for metal marine doors across five ordering periods, with estimated annual quantities ranging from 8-12 doors per National Stock Number, progressively increasing over the contract term. Delivery is required within 120 calendar days after contract award, with each marine door individually packaged in MIL-C-104C compliant crates and specific marking requirements. The place of performance is Mathews, Louisiana 70375, which aligns with Bollinger Shipyards' manufacturing location. While specific contract values are not disclosed in the summary, the procurement structure indicates a multi-year requirements contract with multiple ordering periods and delivery schedules ranging from 90-120 days after receipt of delivery orders.

To ensure proper form, fit and function of the marine doors, only OEM manufactured marine doors shall be used. Items submitted under this solicitation which are other than OEM marine doors will be rejected as unacceptable.
