About this opportunity
The Department of Homeland Security's Customs and Border Protection (CBP) is seeking to procure Marine Crew Gear Kits through a firm-fixed price indefinite delivery-indefinite quantity (IDIQ) contract. The solicitation, identified as RFQ 70B03C25Q00000202, requires contractors to submit a comprehensive quotation containing a pricing quote, signed SF 1449, and component product description sheets by April 28, 2025, at 3 PM MST. Each Marine Crew Gear Kit must include 16 specific components such as a marine duffel bag, marine knife, multi-tool, flashlight, personal flotation device, and emergency equipment. The government will evaluate quotations using a best value approach, with non-price factors like past performance and component description sheets being more important than pricing. CBP intends to evaluate and potentially award the contract without discussions, though they reserve the right to conduct negotiations if deemed necessary.
The solicitation is 100% set aside for small businesses within the NAICS code 339920, with a size standard of 750 employees. CBP plans to purchase 143 kits in the base year, with potential additional purchases of 100 kits in each of four subsequent option years. The place of performance is Summit Point, West Virginia, and the contract will have pricing ranging from $194.48 per kit in the first fiscal year to $136.00 in subsequent years. The total estimated evaluation price across the potential five-year period is approximately $738.48 per kit. Contractors must ensure their quotation documents are compatible with Microsoft Word/Excel or Adobe Acrobat, with a total file size not exceeding 5 megabytes. The award will be made to the responsible offeror whose quotation represents the best value, which may not necessarily be the lowest-priced or highest technically evaluated offer.
