About this opportunity
The U.S. Army Corps of Engineers Middle East District is conducting market research through a Sources Sought announcement for the procurement and installation of a marine crane at the Port of Aqaba, Jordan. The government seeks a fixed boom marine crane with a minimum lifting capacity of 200,000 pounds and a boom length up to 170 feet to be permanently affixed to ground or pier. The selected contractor must supply, ship, assemble, install, test, and commission the crane to ensure full operational capability upon delivery. This is a Foreign Military Financing (FMS) funded acquisition restricted to U.S. firms as prime contractors, though joint ventures are permitted with majority U.S. ownership exceeding 51 percent. Capability statements limited to five pages must be submitted by 10:00 AM Eastern Standard Time on February 9, 2026, to Mikayla.B.Shanholtzer@usace.army.mil and Eric.L.Caruso@usace.army.mil, with submissions to include firm contact information, CAGE code, UEI number or SAM registration, and documentation addressing crane system supply, transportation, installation approach, and rough order of magnitude cost breakdowns by project phase.
No set-aside designations apply to this acquisition due to the specialized nature and overseas location of the work, and no current incumbents or contractors are identified in the announcement. While the government has not disclosed a specific award value or budget range, respondents are requested to provide a rough order of magnitude cost breakdown for budgeting purposes only, which will not bind vendors to future pricing. Local or regional non-U.S. subcontractors are permitted, allowing flexibility in project execution despite the U.S. prime contractor requirement. The applicable NAICS code is 333923 (Overhead Traveling Crane Manufacturing), with FSC codes 3950 (Winches, Hoists, Cranes, and Derricks) and 3810 (Crane and Crane-shovels) also applicable. This Sources Sought announcement is explicitly not a solicitation for proposals, and no contract will be awarded from this announcement; participation will assist the government in tailoring future requirements to industry capabilities.
