About this opportunity

The United States Marine Corps, through its Program Executive Officer, Digital (PEO Digital), is seeking a commercial product to enable secure remote access to the Marine Corps Enterprise Network (MCEN) from external locations. The procurement aims to replace the previous Virtual Private Network (VPN) system with a solution that can expand into Secure Service Edge (SSE) and Zero Trust Network Access (ZTNA) capabilities. Key technical requirements include support for agent-based deployments, on-premises and cloud deployment, continuous user activity monitoring, and compliance with DoD encryption standards and Security Technical Implementation Guides (STIGs). The solution must authenticate via USMC implementation of DoD Public Key Infrastructure (PKI) and be FIPS 140.2 certified. A Request for Information (RFI) has been issued to gather vendor feedback, with electronic responses due by 1:00 PM on January 8, 2025, and the final solicitation expected to be posted under the prior notice M67854-24-I-4047.

The procurement has no specific set-aside designation and is categorized under NAICS 541519 (Other Computer Related Services) and PSC 7A21 (IT and Telecom - Business Application Software). The system must support up to 150,000 concurrent users, provide 5Gb/s minimum throughput at each Policy Enforcement Point, and offer high availability with globally distributed enforcement points. While specific award value details are not disclosed, the technical specifications suggest a comprehensive and complex solution targeting enterprise-level remote access security. The system must integrate with MCEN architecture and enterprise services, implement micro-segmentation principles, and include User/Entity Behavior Analytics. This market research effort under FAR Part 10 is designed to explore potential commercial solutions and does not commit the government to any specific procurement action at this time.
